‘環東海지역’의 災難·安全으로 생각하는 ‘環東海學’

국문 초록

지역학으로서의 ‘환동해학’은 아직 신생의 연구영역으로 애매한 분야이기도 하지만, 또 그만큼 도전적인 연구 분야라는 점을 인지했다. 하지만 한편으로 ‘환동해학’이 일본에서의 ‘일본해학’의 아류 혹은 등치되는 학문이 되지 않도록, 더 나아가 고유의 영역을 가지지 않으면 안 된다는 점도 아울러 자각했다. 이전 발표자는 ‘환동해문화’의 연구를 위한 방법론으로서 ‘국제교류사적’ ‘해양사적’ 시점이 필요함을 강조하였다. 그리고 ‘환동해’를 왕환(往還)했던 전근대의 수많은 사람들을 이해함에 있어 종래의 ‘도래인, 귀화인’ 연구만으로는 부족하다고 하고, 새롭게 ‘유민’ 이라는 또 다른 관점이 연구의 확장에 도움이 될 수 있음을 서술했다. 마지막으로, 같은 바다를 다른 이름으로 즉, 논자에 따라 동해와 일본해로 이야기하더라도 분절적이고 폐쇄된 바다가 아닌, 통합적이고 열린 관점의 바다로 이해하기 위해서는 일본의 ‘해역사’ 연구가 도움이 될 것임을 주장했다. 이상과 같은 인식 위에 우리가 눈여겨 봐야할 사건이 있다. 이것은 바로 2011년 3월 11일에 일본 동북부의 태평양 쪽의 먼 바다에서 일어난 대지진에 의해 후쿠시마(福島), 미야기(宮城), 이와테(岩手) 3현의 해안지방이 궤멸적인 피해를 입은 ‘동일본대지진(이후 ‘3.11’로 부른다)’이다. ‘3.11’은 단순한 지진에 의한 쓰나미의 내습이라는 데 그치지 않고, 지진과 쓰나미라는 자연재해에 인재가 더해져 일어난 후쿠시마 원자력발전소(줄여서 이후 ‘원전’)의 폭발로 인해 대량의 방사능물질 유출이라는 점에서 미증유의 ‘복합연쇄재난’이라 할 수 있다. 결국, 이번 ‘3.11’은 일본 일국만의 문제가 아닌, 환동해, 동아시아를 넘어서는 지구적 규모의 인류사적 사건이라고밖에 볼 수 없다. 이러한 현실을 직시하고 이제부터 ‘환동해학’은 ‘3.11로 생각하는 환동해학’으로까지 문제의 확장을 시도하지 않으면 안 될 것이다. ‘환동해’를 끼고 한일 간에 밀집된 원전의 문제는 일국을 넘어선 문제로 블록으로 대응하고 해결할 필요성을 강하게 제기하고 있기 때문이다. 그런 점에서 이제 ‘환동해학’은 ‘재난과 안전’을 키워드로 생각하는 새로운 단계에 들어서고 있다고 생각한다.

영문 초록

‘The studies of Hwandonghae’ as regional studies is a still vague field as a newly studied area but recognized as the challenging study area. However, ‘The studies of Hwandonghae’ aware of the point that it is a must to have an innate territory in further as not making it as an imitator of ‘The studies of Japan Sea’ or an equipollence study. The previous presenter emphasized the necessary views on ‘History of international relations’ and ‘Oceanic history’ as a methodology for studying ‘Hwandonghae culture’. In addition, the traditional studies of ‘Doraein, naturalized citizen’ is not enough to understand numerous people of pre-modern times whom have travel back and forth the ‘Hwandonghae’ so described that another view may help to expand the study. Lastly, even the same sea is named differently as East Sea and Japan Sea according to the debater, the study of ‘Sea area history’ from Japan may be helpful to understand the sea in integrated and opened point of view as not in meaning of divided and closed sea. There is an accident to look into above this recognition. That is ‘The Great Eastern Japan Earthquake(hereinafter called as 3.11)’ which gave destructive damage to coasts of 3 prefectures; Fukushima(福島), Miyagi(宮城) and Iwate(岩手) according to the huge earthquake occurred from the far northeast Pacific Ocean of Japan in March 11, 2011. ‘3.11’ is not just a tsunami attack followed by simple earthquake but an unheard-of ‘complex consecutive calamity’ in a point, which lead to massive radioactive substances leakage by the explosion of Fukushima nuclear power plant(hereinafter called as FNPP in short) occurred with the natural disaster; earthquake and tsunami, and the man-made disaster added together. Eventually, this ‘3.11’ is not just a matter of Japan but a global scaled accident of human history, which is beyond Hwandonghae and East Asia. From now on, ‘The studies of Hwandonghae’ must attempt to expand the issue up to ‘The studies of Hwandonghae through 3.11’ by facing this reality. This is because the issue of close-set FNPP among Korea and Japan on ‘Hwandonghae’ is more than a matter of a country, which strongly brings up the necessity to response and resolve by bloc. Come to that, now, ‘The studies of Hwandonghae’ is entering the new level that considers ‘Disaster and Safety’ as the key words.
