국문 초록

본 연구는 한·중·일 3국간의 역내 무역·분업구조의 특징과 3국의 FTA정책을 살펴보고, 이를 통하여 한·중·일 3개국 간의 FTA의 필연성과 가능성에 대해 고찰한 후, 향후 정책적 과제를 제시하는 것을 목적으로 한다. 한·중·일 3국간의 무역·분업구조 및 FTA정책상의 특징으로 볼 때, 한·중·일FTA는 3국간의 무역·투자 확대를 통한 산업간 무역 및 수평적 무역 확대를 가져올 것으로 기대된다. 3국간에도 지금까지 축적되어온 기능적인 협력 네트워크를 제도적 경제권으로 발전시켜 역내국가의 지속적인 발전을 위한 새로운 모멘텀으로 활용하는 것이 필요하다는 공감대는 형성되어 있다. 그리고 동아시아 및 동북아지역의 지정학적인 갈등을 극복하고 제도적 경제권 형성을 위해서도 한·중·일 FTA의 필요성이 높아지고 있다고 하겠다. 한·중·일을 둘러싼 지정학적인 정세가 미국과 중국의 역학관계에서 이익을 극대화 하려는 주변국들의 이해가 한데 뒤섞인 정치·경제·외교의 각축장이 되고 있는 점을 고려하면, 한·중·일 FTA가 동 지역의 경제·안보 패권의 구도를 바꾸는 중요한 의미를 지닌다고 하겠다. 다만, 한·중·일FTA를 위한 장애요인을 최소화하고, 촉진요인을 최대화하기 위해서는, 단기적인 성과에 집착하지 않고, 중장기적인 관점에서 상호이익을 위한 공감대 형성이 중요하다. ‘시장중심의 경제적 협력관계의 심화’와 ‘지정학적인 패권주의의 심화’라는 2중구조가 지속되고 있는 한·중·일간의 지정학적인 특수성을 고려하면 현재의 신뢰관계를 한층 발전시켜 나가기 위한 로드맵 작성과 중층적인 협력네트워크를 구축해나가는 점진적이고 중층적인 접근방법이 필요하다. 또한 경제협력은 각국의 특수성과 다양성을 고려한 상호이해와 상호신뢰 하에서 실행가능하다. 특히 한국은 중국과 일본의 패권 경쟁을 중재하면서 3국간의 협력관계에서 주도권을 확보하기 위한 전략과 역량을 키워나가야 할 것이다.

영문 초록

This study aims to suggest policy implications for a Korea-Japan and China(KJC)FTA　and to demonstrate the possibility and the necessity of the KJC FTA, while researching FTA policy and structural characteristics of international trade and division of labor in South Korea, China and Japan. Considering the characteristics of the structure of trade among KJC, If the KJC FTA has been concluded, the expansion of intra-regional investment and inter-industry trade is expected. Therefore, the KJC FTA is also required as a new momentum for the economic development of the three countries, through the development to a network of institutional cooperation from the network of functional cooperation that has been accumulated so far. Additionally, the KJC FTA also is in the need for the formation of institutional economic zone to overcome the geopolitical limitations in East Asia and Northeast Asia. It can be said that the delay of institutional economic integration among Japan, China and South Korea has been the biggest hurdle in the regional economic integration in East Asia and the Northeast area. the KJC FTA also has a significant impact on regional security in East Asia and Asia Pacific region. Especially, while enhancing the possible areas of cooperation in economic terms, we should promote the FTA to overcome the political and diplomatic frictions in South Korea, China and Japan. However, in order to maximize the promotional factors while minimizing obstacles of the KJC FTA, the three countries should promote the construction of close cooperation and consensus for the mutual benefit from medium- and long-term standpoint. And now it is the time for three countries to provide the political leadership in order to build a multi-layered network and roadmap. However, the economic cooperation could be expanded under the mutual trust considering the uniqueness and diversity of each country. Enhanced the mutual interests and the political leadership of each country are also needed to build regional economic zone. Especially, South Korea should play the role of an arbitrator to prevent China and Japan from striving for regional hegemony.
