국문 초록

우리나라 형사사법의 주된 관심이 범죄자의 인권보호에서 범죄피해자의 보호 및 지원으로전환되기 시작한 1990년대 이후, 우리나라의 범죄피해자에 대한 보호・지원 정책은 법률뿐만 아니라 예산과 정책적인 측면에서도 많은 발전을 이루어왔다. 특히 우리나라는 2007년부터 5년 단위의 장기적이고 종합적인 범죄피해자 보호・지원 기본계획을 수립하여 구체적인정책을 시행해 오고 있는데, 기본계획을 바탕으로 착실히 관련 정책이 진행되어 많은 성과를이루어냈고, 또한 범죄피해자에 대한 국민의 관심과 이해도를 높이는데 크게 기여한 것으로평가되고 있다. 그러나 이러한 긍정적 평가뿐만 아니라 양적 성장에 집중한 나머지 현재 시행되고 있는다양한 정책들이 실효성 있게 추진되지 못하고 있다는 비판이 학계와 실무에서 꾸준히 제기되고 있다. 향후 범죄피해자를 둘러싼 변화하는 상황을 잘 살피고, 또한 범죄피해자의 목소리에 귀기울이면서, 다양한 범죄피해자 니즈의 정책 반영과 정책의 실효성 확보에 더욱 노력한다면우리나라의 범죄피해자 보호・지원 정책은 국제적으로도 인정받는 모델이 될 수 있을 것으로 전망한다.

영문 초록

Since the 1990s, when the main concern of Korean criminal justice has shifted from protecting the human rights of criminals to protecting and supporting crime victims, Korea's protection and support policies for crime victims have made great strides not only in law but also in terms of budget and policy. .In particular, the government has been implementing specific policies by establishing a five-year long-term comprehensive basic plan for protection and support for crime victims since 2007. In addition, the basic plan is evaluated to have contributed greatly to raising the public's interest and understanding of crime victims. However, along with these positive evaluations, criticisms from the academic and working circles are constantly being raised in the academic and practical circles that the various policies currently being implemented are not being effectively implemented due to the focus on quantitative growth along with these positive evaluations. As a task in the field of protection and support policies for crime victims in the future, it is necessary to carefully examine the changing circumstances surrounding crime victims and to listen to the voices of crime victims, reflecting the needs of various crime victims and securing the effectiveness of the policies.
