군사시설 침입사례 분석을 통한 효율적 방호체계 구축방안

국문 초록

본 연구는 국가 안전보장과 군사작전 수행을 위해 중요한 시설인 군사시설에서 지속적으로 발생하고 있는 외부인에 의한 침입 사건으로부터 경계 시스템의 운용상 문제점을 해결해 군사시설을 체계적으로 보호하기 위한 효율적인 방호체계 구축방안을 제시하는 것이 목적이다. 이에 따라, 한국언론진흥재단의 뉴스 빅데이터 분석 웹사이트인 ‘BIG Kinds’를 활용하여 2020년에 발생한 군사시설 침입사례에 대해 분석하고, 물리보안 위험평가 모형에 근거하여 군사시설 침입사례에 대한 자산, 위협, 취약성 분석을 하였다. 분석 결과, 본 연구의 대상인 2020년에 발생한 군사시설 침입사례를 살펴보면 정신적 질환, 산나물 채취, 동호회 활동, 등산 등 침입자 개인의 과실 또는 착오로 인해 군사시설로 침입한 사례들이 있었으며, 개인 또는 특정 단체의 목적 달성을 위해 의도적으로 군사시설을 침입한 사례들로 구분할 수 있다. 이러한 사례들을 물리보안 위험평가모형을 통해 분석한 결과 첫째, 국가안보 및 군사 목적을 위한 중요한 자산인 군사시설에 대한 침입은 인원과 장비 등의 유형 자산뿐만 아니라 군의 신뢰도와 사기 저하라는 무형 자산과 군사기밀 등의 정보 유출이라는 혼합 자산에도 큰 영향을 미친다. 둘째, 군사시설에 대한 위협은 휴전 국가로서 대립 관계에 있는 북한군뿐만 아니라 자국민에 의한 비의도적인 위협에도 쉽게 노출될 수 있으며, 이는 평시 군사시설 운영과 군사 목적을 완성하는 데 큰 걸림돌이 될 수 있는 요소이다. 셋째, 군사시설에 대한 침입의 위협 요소들로부터 각종 자산을 보호하기 위해서는 구조적 요소, 전자적 요소, 인적 요소와 같은 통제 수단들을 활용하여 취약성을 감소시켜야 한다. 따라서, 물리보안 위험관리모형을 적용하여 위험의 3요소인 자산, 위협, 취약성의 식별을 통해 전체적인 위험을 식별하고, 위험도 판정을 통해 위험 수준을 분석한 후 통제대책을 도출하여 비용 편익에 따라 최종적으로 위험을 처리한다면 군사시설의 효율적인 방호체계를 구축할 수 있다.

영문 초록

The study aims to present an efficient protection system to systematically protect military facilities by solving the operational problems of the boundary system from invasion by outsiders in military facilities, which are important facilities for national security and military operations. Accordingly, the Korea Press Foundation's news big data analysis website "BIG Kinds" was used to analyze cases of military facility invasion in 2020, and assets, threats, and vulnerabilities were analyzed based on the physical security risk assessment model. As a result of the analysis, looking at the cases of invasion into military facilities in 2020, which were the subject of this study, there were cases of invasion into military facilities due to personal negligence or error, such as mental illness, collecting wild vegetables, club activities, and hiking. They can be classified into cases in which military facilities were intentionally invaded to achieve the purpose of an individual or specific organization. The results of analyzing these cases through the physical security risk assessment model are as follows. First, breaking into military facilities, which are important assets for national security and military purposes, has a great impact on intangible assets such as decreased military reliability and morale and information leakages such as military secrets, as well as tangible assets such as personnel and equipment. Second, threats to military facilities can be easily exposed to unintentional threats not only by North Korean forces in conflict as a truce country but also by their citizens, which can be a major obstacle to the operation of military facilities and completion of military purposes. Third, in order to protect various assets from threats of invasion into military facilities, vulnerability must be reduced by using control means such as structural, electronic, and human factors. Therefore, by applying the physical security risk management model, the overall risk is identified through the identification of assets, threats, and vulnerabilities, which are three factors of risk, and if the risk level is analyzed through risk determination and then control measures are derived to finally deal with the risk according to cost benefits, an efficient protection system for military facilities can be established.
