프랑스 경호조직 개편 사례 연구

국문 초록

본 연구는 지속되는 테러 위협에 강력하고 효율적으로 대응하기 위해, 2019년에 개편된 프랑스 DSPR(대통령 경호국) 경호조직의 사례를 분석하여 우리나라 경호시스템이 지향해야 할 정책적 시사점을 도출하는 것을 목적으로 한다. 프랑스의 기존 경호체계를 분석해 보면, 독립적이고 통합적인 컨트롤 타워가 부재한 가운데 근접경호를 담당하는 GSPR과 국가헌병군(DGGN) 예하의 공화국 근위대(GR), 국가경찰(SDLP) 등 다수의 관계기관이 병렬적이고 분권화된 협업체계로 유지되고 있었다. 이로 인해 임무가 중첩되고 조직간 칸막이 현상이 발생해 경호조직이 비효율적으로 운용되고, 지휘체계가 단일화되지 못한 문제점이 식별되었다. 이러한 문제점을 개선하기 위해 프랑스는 DSPR을 창설하여 컨트롤 타워를 정립하였다. DSPR은 ‘관계기관과 통합된 경호체계 구축, 정보융합과 분석기능 강화, 신종 경호위협에 대비하기 위한 조직 신편, 대통령궁의 독립기구로서 견제받지 않은 경호조직 운영 등’의 성과를 달성하였다. 프랑스의 이러한 사례를 바탕으로 우리나라 경호체계 발전을 위한 정책적 시사점으로 ‘관계기관과의 확장된 정보공동체의 상설화, 요인테러 발생 시 골든타임 내 혐의점 규명을 위한 조직 신편, 대통령경호안전대책위 기능 보강과 경호활동의 법적·제도적 장치 재정비 등’을 제안하였다.

영문 초록

The purpose of this study is to conduct a case analysis of the French DSPR Presidential Security Organization (reorganization in 2019) to respond strongly and efficiently to the continued terrorist threats. And it is to derive policy implications for the Korean presidential security safety response system. As a result of analyzing the existing French presidential security system, there was a parallel and decentralized collaborative system such as GSPR, which is in charge of close security, the National Military Police Guard, and the SDLP. As a result, the problem of inefficient and insufficient unification of the command system due to the overlapping and partitioning of missions was analyzed. In order to improve these problems, the reorganized DSPR was established to establish an integrated security system with related agencies through the establishment of control towers such as operation boards, new organizations to strengthen information convergence and analysis, and operation of unchecked security organizations. Based on the case of France, policy implications for the development of the presidential security system in Korea were to reinforce information convergence and analysis functions, to establish an organization to identify terrorist charges, and to strengthen legal and institutional devices for presidential security activities.
