국문 초록

이 연구의 목적은 사회과 수업에서 학생의 의견표명권과 표현의 자유를 지지하는 수업을 운영하는 방안과 그 경우에 고려할 사항을 탐색하려는 것이다. 사회과교과의 성격과 목표, 교과역량, 수업내용 요소 등을 고려하면 다른 교과보다 학생청소년의 정치참여를 위한 역할이 강조되어야 하는데, 그 방안 중 하나로 의견표명권과 표현의 자유를 수업에서 경험할 수 있게 해야 한다. 이와 관련하여 수업내용과수업방법 등의 방안을 이론적으로 탐색하였다. 우선 수업내용에서는 학생 청소년의일상과 관련한 구체적인 의사결정 사안 또는 현안이 되는 정치 사안을 논쟁문제로제시하여 학생들이 의견을 자유롭게 표명할 수 있게 해야 한다. 또한 수업방법에서는학생이 관련 문제에 대해 자유롭게 의견을 표현하고 사회참여를 실행할 수 있도록해야 하는데, 이를 위해서는 토의토론수업과 사회참여학습을 강조할 필요가 있다. 이 때 의견표명권에도 불구하고 논쟁문제로 다루어서 안 되는 것은 무엇인지, 표현의자유에도 불구하고 혐오표현을 제한해야 하는지 등을 고려해야 한다. 또한 갈등과대립을 학습할 가능성을 방지하기 위해서는 심의 민주주의를 기반으로 하는 토의토론을적용하여 시민적 합의를 학습하도록 강조할 필요가 있으며, 교사의 정치 중립과 관련해서는 논쟁문제로 다루도록 하여 교사의 교화를 막는 방안, 그리고 공식 교육과정에서 논쟁문제를 제시하고 이를 바탕으로 수업을 운영하는 방안 등을 고려할 수 있다

영문 초록

The purpose of this study is to explore class plans that support students' right to express their opinions and freedom of expression when teaching social studies to help students participate in practical political participation. Considering the nature and goals of social studies, curriculum competencies, and content factors, it is necessary to support student's political participation rather than other subjects, and specifically, the right to express their opinions and freedom of expression should be practiced in class. In this regard, the contents of the class and teaching methods were explored. First of all, in the content of the class, specific decision-making issues or political issues related to the daily lives of students should be presented as controversial issues so that students can express their opinions. In addition, the teaching method requires that students can freely express their opinions on related issues through communication and implement them through social participation, and for this, it is necessary to emphasize discussion classes and social participation learning. Considerations in this process include what should not be dealt with as an controversial issue despite the right to express their opinions, whether hate expression should be restricted despite freedom of expression, and students should seek to discuss and adjust this. In order to prevent the possibility of learning conflict and confrontation, it is necessary to emphasize consensus by applying discussion discussion based on deliberative democracy, and to deal with teachers' political neutrality as a controversial issue, and to run classes based on the curriculum.
