국문 초록

미국의 외교·안보정책은 부시 행정부 2기부터 공식적인 기조와 접근방식이 변환되면서, 오바마 행정부에서는 이를 기반으로 하여 실행상의계승·변화를 보이다가 최근에는 아·태지역에 있어 중국과의 갈등적 대립구조의 노정이라는 모습을 보이고 있다. 이런 배경에서 본 연구는 오바마정부의 전반적인 외교·안보정책의 기조 아래 아·태지역 전략과 실제 정책실행에 대한 검토를 통해, 이것이 북한문제에 대해 제공하는 함의를 제시하는 것을 연구목적으로 설정하였다. 이러한 연구목적을 위해미국 외교·안보정책의 기조 및 전략을 백악관, 국무부, 국방부의 공식문서를 통해 검토한 후, 아·태지역 정책의 기조와 실제를 아시아 중심축 전략에 기초하여 분석하고자 한다. 아시아 전략은 크게 APEC과ASEAN을 중심으로 한 다자전략과 ASEAN 개별 회원국, 중국, 인도, 호주 등과의 양자전략으로 구분하여, 현재 진행되고 있는 동아시아 질서 변화를 고찰할 것이다. 이러한 다양한 수준을 통해 미국 정책의 이론과 실제가 핵 문제를 포함한 소위 ‘북한문제’에 대해 제공하는 함의를도출하고자 한다.

영문 초록

The purpose of this paper is to review the U.S. policy toward the Asia-Pacific region under its comprehensive security and foreign policy and to suggest some implications for its policy orientations and implementation relating to the so-called 'the North Korea Problem'. Since the September 11 terrorism, the U.S. top foreign policy priority has been, on the regional focus, the Middle East, including Iraq and Afghanistan. However, its national security priorities recently moved to the Asia-Pacific region. The Obama Administration obviously and repeatedly stated that the world's strategic and economic center of gravity would be the Asia-Pacific for the 21th century and the U.S. would embard on an extensive engagement with its partner states and non-state agents in this region. The Obama administration's fundamental policy toward the Asia-Pacific region is that alliance relationships are the cornerstone of U.S. regional involvement," said Clinton. And it includes APEC and ASEAN as its multilateral partners, ASEAN states, China, India, Australia and so on as its bilateral ones. The U.S. policy orientations and implementation in Asia-Pacific can suggest some meaningful suggestion for the North Korean problem in political, security, economic and other issue-areas.
