국문 초록

통일의 형태 중 군사작전이 수반되는 유형은 전면전과 북한의 급변사태 이후 우리의 군사개입 상황이다. 그 이후의 상황은 남북한의 실질적인 통일을 달성하기 위한 시기로서 ‘통일이행기라고 표현한다. 이 시기에는 정치·경제·사회·경제·군사적 측면에서 불안정을 초래하는 다양한변수가 산재하고, 국제적으로도 도전요인이 공존한다. 무엇보다도 북한주민의 의식주 분야 등 기본적인 욕구가 팽배하고, 통일을 반대하는 기존의 북한 지도층 및 당과 군대의 도전이 만만치 않을 것이다. 북한은권력엘리트, 당·정·군 관료, 군대, 그리고 주민은 각각 통일에 대해 다양한 행동양태를 보일 것이다. 가장 우려되는 것은 북한의 잔존 군사력이 극렬하게 저항하는 것이다. 현 시점에서 군사작전이 종료된 이후를분석한다는 것은 그 부정확성과 많은 변수가 작용한다는 측면에서 제약이 많다. 그러나 통일 이후를 대비하기 위한 전략을 마련하기 위해서는그 상황에 근접하고자 하는 노력은 불가피하다. 그러한 면에서 분쟁국상황과 6.25 전쟁 이후 상황은 우리에게 시사하는 바가 크다. 분쟁국상황은 인간의 기본적인 행태와 욕구라는 측면에서, 6.25전쟁의 약 2 개월간의 한국군과 UN군의 북한 점령 시기는 북한의 계층별 행동양식을 보여준다는 측면에서 유용하였다.

영문 초록

There are three types of unification in terms of Korean Unification: (1) Peaceful Unification by the agreement of the two Koreas, (2) South Korea’s absorption by the total war, and (3) South Korea’s absorption after the North Korea’s contingency. Of the three types, (2) and (3) should involve the military operation. This thesis adopts the term, ‘the period of practical unification just after the war and the end-state of the contingency’. In this period insecurity will prevail the northern part of unified Korea, such as the economic turmoil, and resistance by the former North Korean military and the power-elite. This research tries to find learning from the Korean War and conflicts in other countries in the 21st century. During the two months of occupation by the South Korean and UN military in the North, North Korean people and the military abandoned their party cards. In the normal conflicts people’s priority is food, clothing and shelter. This learning could support the above insecurity. It is not easy to predict th future. However this research will be useful in case of building the policy towards reunification in the period of practical unification just after the war and the end-state of the contingency. It requires continuous research by many other experts to draw the possible situation which will be very important hypotheses.
