국문 초록

본 논문의 목적은 이명박 정부의 출범 이후 통일 환경의 변화와 변화된 통일 환경 하에서의 통일교육과 관련한 쟁점과 과제를 분석하고, 바람직한 통일교육의 방향을 제시하는 것이다. 즉, 현재의 통일 환경에대한 현상적적 이해를 바탕으로 통일교육의 필요성과 과제를 찾으려는것이다. 이는 우리 사회에 만연되고 있는 통일에 대한 무관심을 극복하기 위한 것이며, 또한 통일 논의에 대한 일치된 민족적 정체성을 확립하기 위한 것이다. 이명박 정부에 들어 와서 남북관계는 천안함 사건이나 연평도 포격사건으로 더욱 경색되었다. 또한 북한 내부의 정치․경제적 상황의 불안정은 향후 북한 체제의 안정을 예측하기 어렵게 만들고 있다. 이러한 상황 하에서 대북정책은 남북한 간의 불신과 적대감을해소하고 상호간의 신뢰를 구축할 수 있는 방향으로 전환되어야 할 것이다. 이와 동시에 통일교육은 소극적인 분단 극복 차원을 넘어서 적극적인 통일상을 지향해야 할 필요가 있다. 이를 위해서 우리 사회는 통합된 민족정체성을 확립해야 하며, 또한 평화교육과 통일교육을 위한체계적인 패러다임 정립이 시급하다. 통일교육은 정부의 이념적 정향에 상관없이 지속될 수 있고, 기존의 남남갈등을 극복할 수 있는 일관성있는 평화통일교육의 패러다임을 구축해야 할 것이다.

영문 초록

This paper is to examine the changing unification environments after the embarkment of Lee Myung Bak’s government, and some issues and challenges regarding unification education in South Korea. As a result, the paper is to suggest desirable direction to unification education. This work will help overcome the widespread indifference in our society, especially in younger generation. Also, it will contribute to create harmonious national identity with regard to unification discourses or discussions. During the period of Lee’s government, especially after the sinking of the Korean navy warship and the incident on Yeonpyeong Island, the South-North Korean relationship has entered into the phase of tough confrontation. It become more difficult to foresee the stability of Kim’s Regime in view of recent political, economical situation in North Korea than ever before. Under such situations, the policies toward North Korea have to find out a new direction in order to reduce mutual distrust and hostility and to build reciprocal trust. Simultaneously, the unification education has to be designed to peace-harmony focused, active education beyond division-overcoming focused, passive education. Unification education should maintain consistent direction and contents overcoming each government’s ideological difference and ideological conflict in Korean society.
