통일관련 여론 분석과 정책적 시사점

국문 초록

한국의 통일문제는 민족 내부의 문제이면서 동시에 국제 문제이다. 또한 한국의 통일문제는 매달아 놓고 달려가야 할 목표가 아니라 일구어가야 할 과정이다. 그런데 현대 한국사회에서의 안보통일교육은 헌법에 명시된 중대한 일임에도 불구하고 이를 둘러싸고 많은 이념적 논란을 겪고 있다. 한편으로는 체제수호를 위한다는 명목으로 평화의 의미를 퇴색하게 하여 고답적 통일노선을 주장하기도 하고, 다른 한편으로는 민족주의 이념을 국가이념보다 우선에 두고 그것을 평화와 민주의개념과 같은 입장에 둠으로써 국가가 규범적으로 지향하고자 하는 기본가치를 오히려 부정하기도 한다. 전자를 흔히 보수주의라고 하고, 후자를 진보주의라고 한다. 한국사회의 보수와 진보 논의는 상호간에 ‘반국가적 세력’이라는 평가와 ‘수구 반민족적 세력’이라는 말로 요약된다. 우리 한국사회에서 헌정질서를 부정하거나 부정적으로 평가하는 세력은어떤 대의명분을 가지고 있다고 하더라도 대한민국의 정통성에 위배된다. 근대의 자유주의가 확정되지 않았을 시기의 보수와 진보의 논리를현대의 자유민주주의 국가에 그대로 적용하는 것은 많은 문제가 있다. 현대 한국에 있어서의 보수와 진보의 논의는 개인의 자유와 평등을 전제하고 출발한 대한민국의 존재와 그 정통성을 전제한 뒤에 이루어져야한다. 헌정질서를 부정하는 세력의 논의는 진보와 보수라고 하는 이름하에 합법적으로 논의되어서는 안된다. 건전한 방향으로 정책적 담론을형성해나가기 위해서는 이른바 진보와 보수는 스스로 정직해야 한다. 보수세력은 기존의 불법이윤추구와 불공정, 여론형성 기능을 이용한 언론재벌로의 확장 등을 역사와 전통을 중시한다는 미명하에 기득권을 유지하려고 해서는 안될 것이다. 또한 군사안보중심의 안보논의 연장선상에서 안보통일교육을 위한 노력을 경계해야 한다. 동시에 진보라고 일컬어지는 세력들도 반성해야 한다. 평화를 안보의 대립되는 개념으로상정한다거나 헌정질서를 부정하거나 소수의 진보언론의 경우 언론기능을 활용하여 반국가적 정치활동을 하는 경우 등이 고쳐야 할 점들이다. 법질서를 존중하고 객관적인 사실에 기반하여 문제를 제기하고 여론을형성해 나가야 할 것이다. 대한민국의 안보통일교육은 다양한 목소리와다양한 방법이 동원될 때 그 성공이 보장된다. 다양한 목소리를 존중한다는 것은 민주주의의 기본정신이기도 하다. 다양한 나무와 풀이 있는숲이 더 건강하듯이 다양한 목소리를 낼 수 있는 사회가 건강한 사회이다. 안보통일교육의 성공을 위해서 다양한 형태의 교육적 노력을 기울여야 한다.

영문 초록

The unification of North Korean and South Korea is not only a national problem, but also an international affairs. The unification in the Korean Peninsula is not the ultimate objective which is established without failure, but the process which should be cultivated. However, although security & unification education in the modern Korean society is a very important obligation which is specified in the Constitution of Republic of Korea, there are a lot of controversial points on that. The argument between conservatism and progressivism may be briefly summarized as follows: 'the anti-state group' and 'the extremely conservative and anti-national group.' Debates between conservatism and progressivism in the contemporary Korean society are premised on the assumption that freedom and equality are the right of everyone. The raison d'être and the traditional identity of ROK ought to be based upon these values, too. Peoples who have denied the Korean constitutional order should not be eligible to discuss political and public issues under the name of conservatism and progressivism. The conservative and the progressive should be more honest for themselves to develop political discourses to the much healthier directions. The conservative are not supposed to maintain vested interests in existing illegal hunt for profit and unfair trade, and expansion of media tycoons misusing a role in forming public opinions under the guise of the emphasis upon their history and tradition. We will also have to exercise caution against security & unification education in the extension of the military based security affairs. At the same time, the progressive should reflect on themselves. The progressive have regarded peace and security as a conflicting concept or have denied the Korean constitutional order. In the case of few progressive mass media, it is true that they have engaged in anti-national political activities. The successful way for security & unification education could be guaranteed with such various voices and means. This respect for various voices is also a fundamental principle of democracy. It is a more sound society that could make different a voice as if the forest which has many kinds of tree and grass is more healthier.
