통일교육 목표와 내용의 딜레마와 해결과제

국문 초록

남북한 분단의 현실에서 통일교육은 반드시 필요한 당위적 과제라는것은 주지의 사실이라고 할 수 있다. 과거의 통일교육을 보면 북한에대한 부정적 이미지를 강조하는 관점에서 교육이 시행되어 왔다는 것은부인할 수 없다. 향후의 통일교육은 북한을 안보적으로는 경계하여야할 대상인 동시에 통일을 위해서는 협의하고 논의하여야 할 대상이라는이중적 구조로 이해하여야 한다. 박근혜 정부의 대북 및 통일정책을 보면 국민행복과 희망의 새 시대를 국정 비전으로 하여 구체적인 5대 국정과제를 제시하였다. 그중에서 통일에 관련된 국정목표를 보면 행복한통일시대의 기반구축이며, 구체적인 국정전략은 행복한 통일로 가는 새로운 한반도로 하고 있으며, 국정과제로는 첫째, 한반도 신뢰프로세스를 통한 남북관계 정상화 둘째, 작은 통일에서 시작하여 큰 통일을 지향 셋째, 통일 대비 역량 강화를 통한 실질적인 통일 준비라는 과제를제시하고 있어 조만간 새로운 통일교육안이 제시될 것으로 보인다. 본논문에서는 현재 통일교육이 안고 있는 태생적인 한계에 대해서 설명하고, 통일교육이 필요한 이유에 대해 살펴보고자 한다. 이를 바탕으로통일교육이 실효적 성과를 거두기 위한 전제조건에 대해서 분석한 다음, 현재 통일교육이 안고 있는 많은 문제점과 딜레마를 바탕으로 향후미래지향적인 통일교육이 되기 위한 대책과 방안을 제안하고자 한다.

영문 초록

It is necessary for us to emphasize unification education, when considering the reality of the division between South and North Korea. It can be undeniable that the unification education had placed emphasis on negative images on North Korea in the past. However, we now have to understand the unification education in terms of the double dimensions, in which North Korea is considered the subject of threat of national security in one aspect as well as discussion in the other aspect. Park Guen-hye administration's North Korea and Unification policies to look at the national vision of "A New Era of Hope and Happiness" is presented. Five specific objectives related to the goal of reunification ‘establishing a foundation for a unified Korea that ensures everyone's happiness’ First detailed look at administrative tasks, Normalizing inter-Korean relations through a trust-building process second, embarking on small-scale unification projects that will ultimately lead to a complete integration of the two Korean, third, Taking practical measure for unification by strengthening unification capabilities are presented. This article explains the limitation of the current unification education and the necessity of the new unification education. In this light, this article provides conditions of bringing about successful outcomes from unification education, and suggests ways for a desirable unification education.
