국문 초록

본 논문은 통일을 위한 한국정부의 과제를 살펴보고자 한다. ‘통일’은민족의 당위적 과제이나, 70여 년 동안 지속된 분단으로 인해 우리사회에는 통일회의론이 점증되어 온 것이 사실이다. 이는 과거 대북정책의 이원적 방향성도 한 몫을 하고 있다. 대북 ‘포용정책’과 ‘봉쇄·압박정책’이 번갈아 추진되면서 ‘남남갈등’으로 인해 통일회의론이 증가하게 된것이다. 이는 본질적으로 북한의 대남 도발정책에서 비롯된 문제일 것이다. 북한의 도발행위는 정부로 하여금 대북 대응에 있어 한계를 지닐수밖에 없는 구조를 형성하고 있다. 박근혜 정부 들어 통일정책을 적극적으로 추진하면서 통일 환경 조성을 위한 국민적 합의가 중요한 과제가 되고 있다. 박근혜 정부의 신뢰프로세스는 남북관계의 새로운 시작을 의미한다. 그 동안 진척된 남북관계의 형태적 변화를 신뢰를 형성함으로써 진전된 통일구상으로 발전시켜 나아갈 것을 요구하고 있는 것이다. 따라서 통일을 위한 정부 과제는 세가지로 구분할 수 있다. 먼저국민적지지 기반을 구축해야 한다. 이는 기존 남북관계에서 표출된 ‘남남갈등’을 극복하기 위한 중요한 기반이다. 둘째는 동북아 안보환경의변화 속에서 전략적 선택의 유연성 확보일 것이다. 이는 미·중 관계가협력과 갈등의 이중적 패턴으로 표출되고 있음으로 인해, 한국 정부의전략적 선택이 한반도 평화·통일에 영향을 미칠 가능성이 높아지고 있기 때문이다. 마지막으로 북한의 도발행위를 억제할 수 있는 대북정책이 필요하다. 북한의 도발행위를 억제하려는 다양한 대책들이 모색되어야 하며, 이는 남북관계에서 신뢰회복의 첫걸음이 될 것이다.

영문 초록

This study aims at examining the tasks for unification of the Korean government. Though 'unification' is a national necessity, unification skepticism has also been increased in our society because of the division of the Korean peninsula for some 70 years. And two-way North Korea policies in the past do play a role. As 'engagement policy' and 'containment policy' were pursued alternatively, so-called 'South-South conflict' has caused unification skepticism to be on the rise. This phenomenon is fundamentally aroused by North Korea's provocative policies toward South Korea. North Korean provocations have made the South Korean government form some limits to North Korea policies. As Park Geun-hye government pursues its unification policies very actively, a national consensus for constructing a favorable environment for unification is a significant task. The Trust Process of the present Korean government means a new beginning of inter-Korean ties. The external changes formed in inter-Korean relations in the past urge us to develop advanced ideas of unification. Thus, government tasks for unification are divided into three categories. First, a foundation of people's support should be formed. This is important to solve the 'South-South conflict' revealed in the existing inter-Korean relations. Then, flexibility should be secured in strategic choices along with changes in the security environment of Northeast Asia. As U.S-China relations show an ambivalent pattern of cooperation and conflict, the Korean government's strategic decisions will have an increasingly great effect on the peaceful unification of the Korean Peninsula. Finally, a policy to restrain provocative actions of North Korea is needed. Diverse measures to control North's provocations should be examined and devised as these will be a first step to restore trust between inter-Korean relations.
