김정은 현지지도의 특성 연구

국문 초록

북한의 현지지도는 최고지도자가 군대, 공장, 기업소, 협동농장, 기관 등의 현장에 직접 찾아가서 하는 특유의 정책지도 방법을 의미하며, 최고통치자의 정책방향과 통치스타일 등을 이해하는데 근거가 될 수 있다. 김정일 사망 이후 신속한 체제의 출범에 성공한 김정은은 새로운지도자로서 체제의 공고화를 위하여 활발한 현지지도를 수행하고 있다. 특히 김정은 체제는 경제발전과 인민생활 향상을 가장 중요한 과제로제시함에 따라, 현지지도에서 경제부문이 가장 많은 비중을 차지하고있다. 북한 경제에서 가장 중요한 공업부문과 식품, 인민소비품 등의경공업과 관련된 공장과 기업소의 방문 등이 가장 많으며, 농·축·수산업 등 인민들의 먹는 문제와 생활향상과 직접적으로 관련이 높은 부문에 집중하고 있다. 또한 김정은은 군부대 방문도 꾸준히 하고 있으며, 군대의 생산력 동원과 ‘본보기’를 창출하는 대규모 건설장, 군부대가 직접 운영하는 경제영역에 대한 현지지도가 확대되고 있는 것으로 나타났다. 김정은의 현지지도에서 주민들과 스킨십 강화를 통해 자상한 리더십을 표출하거나 불시의 현지지도로 간부들의 경각심을 조성하고 있다. 그리고 김정은은 현지지도에서 부정적인 모습을 그대로 공개하거나 문제점에 대해서 질책하는 모습들을 공개하면서 젊고 대담한 지도자로서의 이미지 강화를 통해 김정일과 차별화를 시도하고 있다.

영문 초록

On-the-spot guidance of North Korea’s means that the supreme ruler visits the troops, factory, enterprises, collective farm, agency and it can be the basis for understanding policy direction of the supreme ruler and the ruled style. After the death of Kim Jong Il’s, Kim Jung Eun conduct active on-the-spot guidance for the consolidation of the system as a new leader. Kim Jung Eun’s system suggests improving economic development and people's living as the most important task. Therefore the largest proportion of on-the-spot guidance occupy economic sectors. He is the most visited important industry economy and living industry in north korea and focused on agriculture, livestock, fisheries for improving the living. He has continued to visit troops and expand on-the-spot guidance of the large construction site to create a productive and exemplary mobilization of the army. Kim Jung Eun expressed caring strengthen leadership through physical contact with the residents and immediately on-the-spot guidance create awareness of officers. He appear a negative look or to blame for problems in the on-the-guidance as a great young leaders. Kim Jung Eun’s on-the-guidance style has been tried with Kim Jong Il distinctive.
