국가보훈의 국민통합적 기능

국문 초록

진정한 국가보훈은 특정 시대를 초월하는 공통된 국가정체성 없이는불가능하다. 시대별로 다르게 전개된 국민적 가치를 하나로 묶을 공통된 정체성은 자유민주주의이다. 그런데 자유민주주의에서는 공헌한 사람이나 공헌하지 않은 사람 모두 국가존립과 관련해서 동일한 혜택을받기 때문에 자신 대신 다른 사람들이 공헌하기만을 바라는 동기가 발생한다. 이런 공공재 무임승차 문제를 해결하기 위해 보훈이 필요하다. 집단적 가치를 위한 개인 헌신을 강요하기 어려운 자유민주주의체제에서 역설적으로 집단 중시의 보훈 제도가 더욱 더 필요한 것이다. 그런맥락에서 국가보훈이 가장 발달된 곳은 미국이다. 미국은 내전 종식 거의 100년 후에야 남부군 출신자에 대한 보훈 혜택이 이뤄졌다. 미국내전과 달리, 6.25전쟁이 누구의 승리로 완결되지도 않았고 전쟁의 종식이 아닌 휴전으로 60년 이상의 세월을 보내고 있는 한반도 공간에서남북한을 통합하는 보훈을 당장 기대하는 것은 비현실적이다. 또 프랑스 사례는 변혁의 와중에 발생한 공과를 객관적으로 평가하기가 어려움을 보여준다. 짧은 기간 여러 큰 변혁을 겪은 대한민국 역시 국가보훈의 국민통합적 역할을 증진하기 위해서는 조급한 평가보다 숙의된 평가가 필요하다. 보훈은 과거 행위에 지나치게 집착하기보다 미래의 공헌을 유도하는 방식이 되어야 한다. 노블레스 오블리주 또한 국민통합적국가보훈에 필수적이다.

영문 초록

Patriots-veterans affairs assume that there exists some national identity shared by people beyond generation and class. Liberal democracy may be a common component among various values that Korean people have tried to achieve since the Japanese colonial era. In liberalism, however, people are tempted to ride free because contributors and non-contributors both may have the same benefits. This is why patriots-veterans affairs are necessary for liberalism. Indeed the United States of America is one of nations in which veteran affairs have been institutionalized with huge budgets. After the beginning of the Civil War, it took almost 100 years to recognize the veterans of the Confederate States of America as a veteran of the United States of America. Based on the US case, it may be said to be too early for two Koreas to commemorate and recognize the opponent’s war dead. The case of France implies that it is not easy within a short time to evaluate objectively actions which were taken during revolutionary eras. Several revolutionary events in Korea may require some deliberate evaluation rather than hasty decisions. Policies for patriots and veteran affairs need to be promoted in order to attract future contribution rather than disputes over past behaviors. Noblesse oblige should also be reflected in national integrative policies for patriots and veterans affairs.
