통일교육의 지향점으로서의 국가보훈

국문 초록

주지하다시피 오늘의 한국사회는 갈등과 분열로 인하여 국민통합에 어려움을 겪고 있으며, 이는 내적 안보의 약화를 초래하는 원인이 되고 있다. 실제로 북한은 대남 선전선동과 통일전선전술을 통해 끊임없이 ‘남남갈등’ 유발로 우리 사회의 혼란을 획책하며 안보위기를 조장하고 있다. 갈등과 분열은, 역사가 증명하고 있듯이, 망국의 원인이 되고 만다는 점에서이러한 현상을 막기 위한 구체적인 방도를 찾아야 한다. 그러한 방도 중의 하나는 나라사랑교육을 통하여 국가정체성을 강화하는 일일 것이다. 국가정체성 강화를 위한 콘텐츠로는 국가보훈을 적극 활용할 필요가 있다. 국가보훈은 ‘기억의 정치’로서 국가수호와 밀접하게 연결되어 있어 국가관 형성에 큰 영향을 미치기 때문이다. 이 점에서 보훈교육은 국가정체성 강화에 매우 효과적인 나라사랑교육이라고 할 수 있다. 그런데 우리의국가정체성은 자유민주주의라는 체제정체성과 역사의 보편성에 입각한 민족정체성을 기반으로 하고 있다는 점을 간과해서는 안 된다. 통일한국 역시 자유민주주의체제와 보편성을 띤 민족정체성에 기반해야 한다는 점에서 통일교육에서도 국가정체성 강화에 큰 비중을 두어야 마땅하다. 따라서 보훈교육과 통일교육의 접목이 필요하다. 이는 곧 국가보훈처와 통일부의 협업을 요구한다. 통일교육이 국가정체성 함양을 위하여 국가보훈을중시할 때, 그만큼 국가안보 강화에 이바지할 것이며, 이는 평화통일의 첩경이 될 것이다.

영문 초록

Today, Korean society is experiencing difficulties in national unity because of various conflicts and divisions. This phenomenon has become a cause leading to weakening of the internal security. In fact, constantly causing ‘South-South conflict’ through propaganda and united front tactics towards South Korea, North Korea is creating confusion in our society, and promote the security crisis. As it can be seen through history, the conflicts and divisions may be the cause of national destruction. For preventing this phenomenon, we should find a specific way which is perhaps to strengthen the national identity through the patriotism education. In order to secure the content for strengthening national identity, we need to take advantage of the values of national veterans affairs, closely connected with the safeguarding of nation, which have a significant influence on the formation of patriotism. At this point, national veterans affairs education can be a very effective patriotism education for reinforcing the national identity. Needless to say, our national identity is based on the system identity ‘liberal democracy’ and the ethnic identity resulting from the universality of history. In unified Korea, liberal democratic system, unification education should deserve a big part in strengthening national identity. Therefore, it is necessary to combine of veterans affairs education and the unification education. This requires the collaboration of the Ministry of Patriots and Veterans Affairs and the Ministry of Unification. When unification education is to focus on the national veterans affairs for fostering national identity, it will contribute to the strengthening of national security, which will be the shortcut to peaceful unification
