유엔 및 국제사회의 대북한 제재 조치와 실효성에 대한 경험적 접근

국문 초록

본 연구는 유엔 및 국제사회의 대북한 제재 조치의 실효성에 대해알아보고자 한다. 이를 위해 제재에 대한 사례연구를 분석하고, 유엔대북제재결의안과 미국의 세컨더리 보이콧 그리고 한국, 일본, 유럽연합, 기타 국가들의 독자 대북제재 조치 등을 알아보면서 중국의 대응과여러 변수를 투입시켜 대북제재 조치의 실효성을 분석하고자 한다. 경험적 연구에서 묘사되듯 경제제재의 실효성 및 성공률은 낮다. 북한의경우는 중국의 상응적 조치의 낮은 이행으로 제재 효과를 거두지 못하였다. 그럼에도 개별 국가들의 독자 대북제재 조치와 2016년부터 취해진 유엔 대북제재결의안 2270호와 2321호는 금융거래 차단 중심의포괄적이면서 강력한 제재 조치를 담고 있으며, 2017년 결의안 2356 호는 일종의 경고 메시지를 던지고 있다. 이러한 조치는 김정은에게 직접적으로 가는 외화수입을 줄임으로서 제재 효과를 거두려는 ‘똑똑한제재’이다. 국제사회의 대북제재에 대한 실효성 여부는 여전히 논란에있다. 하지만 분명한 것은 중국변수에 의해 대북제재의 실효성과 비실효성이 나타날 것이다. 대북제재의 궁극적 목표가 비핵화임을 감안할때 목표달성은 시간이 더 걸릴 수 있으나 그 이행은 목표달성을 위해진행되는 수순이다. 이는 목표달성을 위해 나아가야 할 과정이며 방향인 것이다.

영문 초록

This study is to know sanctions and effectiveness of the UN and the international society against North Korea. For this, it is to analyze the case studies on sanctions, the United Nations Security Council Resolutions, the US secondary boycott, South Korean, Japanese, EU and other countries’ independent sanctions against North Korea. It is also to analyze Chinese response and effectiveness in respect of sanctions against North Korea in terms of inputting various variables. As described from the empirical study, effectiveness and success rate of economic sanctions are low. In a case of North Korea, effect of sanctions had not been achieved due to China’s low performance in conformity with corresponding measures. However, the United Nations Security Council Resolution 2270 and 2321 in 2016 together with sanctions by each country’s independent sanctions are the powerful comprehensive sanctions measure on the basis of blocking financial transactions. The Resolution 2356 in 2017 is to give a strong warning message to North Korea. Such measures are a smart sanction for effect of sanctions by means of reducing foreign exchange earning into Kim Jung Un. The effectiveness or ineffectiveness with regard to international society’s sanctions against North Korea is controversial as before. But to be obvious is the effectiveness or ineffectiveness on the sanctions against North Korea depends upon China’s variables. The goal achievement may take more time, but implementation is a step to advance the goal accomplishment when an ultimate goal of sanctions against North Korea is denuclearization. This is the process and direction to advance for the goal achievement.
