문재인 정부의 국방·군사정책의 방향과 과제

국문 초록

본 논문은 문재인 정부의 국방·군사정책의 방향과 과제를 분석하기위한 것이다. 이를 위해 주변국과 북한의 안보위협, 한국의 국방·군사정책의 전개, 문재인 정부의 국방·군사정책의 방향, 문재인 정부의 국방·군사개혁의 향후과제를 살펴본 후 결론을 도출해본 것이다. 문대통령 취임 후 5대 국정목표 중 하나로 제시한 것이 ‘평화와 번영의 한반도’이다. 문재인 정부의 안보·외교·통일분야의 핵심과제는 ‘자주국방’과‘남북화해협력’이다. 문재인 정부의 국방정책은 ‘자주국방’ 기조가 뚜렷하며, ‘강한 안보와 책임국방’을 위한 전략이 핵심이다. 문재인 정부의국방분야 3대과제는 ①강군육성, ②전작권 전환, ③방산비리 척결로 요약된다. 가중되는 북핵위기 속에서 문재인 정부의 국방개혁에 관심이모아지고 있다. 성공적 국방개혁이 되기 위해서는 ①원칙․우선순위의설정, ②자주국방과 한미동맹의 조화, ③‘저비용 고효율’ 국방력 건설과군간 합동성의 강화 등이 보완되어야 한다. 북한의 어떤 군사도발도 용납하지 않는 강한 안보, 철저한 위기관리와 굳건한 한미동맹이 중요한과제이다. 향후 우리정부는 북한핵을 억제·무력화시킬 수 있는 ‘한국형3축체계’의 조기구축과 한미연합방위태세 보강은 물론, 주변국과의 긴밀한 국제공조와 전략적 접근을 바탕으로 북핵의 완전한 폐기, 더 나아가 북한의 민주화를 향해 지속적으로 노력해 나가야 할 것이다.

영문 초록

This paper is to analyze the direction and tasks of Moon Jae-in’s administration's defense-military policy toward North Korea. To this end, the paper is composed of 6 chapters titled introduction; the security threats of neighboring countries and North Korea; the development of defense and military policies in South Korea; the direction of defense and military policies of the Moon Jae-in administration; the future tasks of defense and military reforms of the administration; and conclusion. After the inauguration of Moon Jae-in, one of the five goals of governance is "Korean peninsula of peace and prosperity." The key tasks in the security, diplomacy and unification fields of the government are ‘self-defense’ and ‘inter-Korean reconciliation cooperation.’ The defense policy of the Moon Jae-in government is a strategy for ‘strong security and responsible defense’ in short, based on ‘self-defense.’ The three major tasks of the defense sector of the new administration are to push for ①fostering strong military, ②transformation of wartime operational control and ③ eradicating defense industry corruption. etc.. While the North Korean nuclear crisis is on the rise, interest in the defense reform of the Moon Jae-in administration is gathering. To be successful in the defense reform of Moon Jae-in administration, the following tasks should be complemented: ①establishment of principles and priorities; ② harmonization of self-defense and the ROK-US alliance; and ③ strengthening of low-cost and high-efficiency defense forces, and strengthening jointness between ground forces, navies and air forces. The importance of strong security, thorough crisis management and a strong US-ROK alliance that does not tolerate any military provocation of North Korea can not be overstated. In the future, the Korean government needs to establish an early Korean-style three-axis system that can deter and emasculate North Korea's nuclear attack, and reinforce the ROK-US combined defense posture, Based on close international cooperation and strategic approach with neighboring countries, we must continue to strive for the complete abolition of the North Korean nuclear armament and further the democratization of North Korea.
