국문 초록

본 연구는 김정은 시대 북한 산림정책과정에서 발견되는 산림과학기술전문가의 지위 변화와 역할 및 영향력을 분석하였다. 김정은 집권 이후 북한은 과학기술중시 기조 하에 전민과학기술인재화 및 인재강국화전략에 맞춰 산림과학기술전문가의 역할을 강조하여 왔다. 이러한 분위기 속에서 김정은 시대 북한 산림과학기술분야에서는 전문기술관료의당적 지위가 향상되고, 연구자 집단이 세부정책안 마련에 있어서 당의방침을 지지하는 역할 외에도 실용주의적 연구를 수행할 뿐 아니라 연구자가 정책 관료직을 겸직하는 변화가 발견된다. 더 나아가 현장실무가가 자체적으로 개발한 기술과 주민의 실천적 경험을 산림복구사업에적용하여 주변지역으로 확산시키는 모습도 포착된다. 연구결과를 토대로 하여 본 연구는 향후 대북 산림과학기술교류협력을 추진하는데 있어서 지식공유사업에 참여 경험이 있는 산림행정가 및 산림과학기술자와의 네트워킹 구축, 연구자 집단의 교육과 연구소 업그레이드와 같은 역량 강화 사업 마련, 접근성 높은 원료 원천 활용방안 전수 등이 필요하다는 함의를 제공한다.

영문 초록

This paper aims to analyze the changes in the roles and status of forest science and technology experts in North Korea’s forest policymaking process during the Kim Jong-un era. Since Kim Jong-un rose to power, North Korean government has stressed the role of forest science experts according to its aim of making the county strong by developing science and technology talents. In this context, political status of professional technical bureaucrats has improved and some researchers lay great stress on practical study and hold an additional position as policy official. Field workers acquire expertise through the Science and Technology Supply Office and develop their own technology. Residents' experiences are applied to the forest recovery projects through experience exchange campaigns at the regional level. Per this research findings, this paper offers policy implication that establishing a relationship with a forest science engineer who has participated in a knowledge sharing project, supporting for capacity building projects of researchers and research institutes, and transferring of the method of using raw materials with high accessibility are necessary for forest science and technology exchange and cooperation with North Korea.
