통일한국의 저출산고령화 대책을 위한 제언

국문 초록

남한은 전 세계에서 합계출산율 최하위 국가이며, 인구 고령화는 전세계에서 가장 빠르게 진행되는 나라이다. 북한은 최빈국에 속하면서도다른 최빈국 국가들과 비교할 때 저출산고령화의 문제가 심각한 나라이다. 본 연구는 남한과 북한의 저출산고령화 실황을 각각 설명하였다. 또 남북한이 통일할 때 두 나라 공동의 과제인 저출산고령화의 문제를바르게 대처할 수 있도록 동서독 통일의 사례를 비교 연구하였다. 그리고 통일 이후 저출산고령화 대책을 위한 현실적 제언을 하였다. 남북한이 통일되면서 북한에서 남한으로의 대규모 인구이동을 막기 위해서는, 통일 직후 남한 정부는 북한 전 지역에서 주민들을 위한 의식주의 기본생활을 보장해야 한다. 이와 함께 남북한 경제협력을 통해 북한 내에서충분한 일자리가 창출되도록 해야 할 것이다. 그래서 북한의 주민들이일자리를 찾아 대거 남한으로 이동하는 것이 아니라 북한 내에서 일자리를 찾을 수 있도록 미리 기획하고 준비하여야 한다. 통일한국 국가전략을 수립함에 있어서도 가장 심각하면서도 중요한 주제인 인구 문제가최우선으로 반영될 수 있도록 노력해야 한다.

영문 초록

South Korea is the world's lowest total fertility rate, and the aging population is the fastest country in the world. North Korea belongs to the poorest country, but the problem of low birth rates and aging population is serious compared to other poorest countries. This study explained the actual situation of low birth rates and aging population in South Korea and North Korea, respectively. In addition, a comparative study was conducted on the case of unification of East and West Germany so that South and North Korea could properly cope with the problem of low birth rate and aging population, which is a common task when the two Koreas unify. And after reunification, realistic suggestions were made for measures to solve low birth rates and aging population. In order to prevent large-scale population movement from North Korea to South Korea as the two Koreas are unified, the South Korean government must guarantee a basic life of food, clothing, and shelter for residents in all parts of North Korea immediately after reunification. In addition, sufficient jobs should be created in North Korea through economic cooperation between the two Koreas. Therefore, it is necessary to plan and prepare in advance so that North Korean residents can find jobs in North Korea rather than moving to South Korea in large numbers. Efforts should be made to reflect the most serious and important topic, the population problem, as a top priority in establishing a national strategy for a unified Korea.
