문재인 정부의 대북정책과 북한 인권문제

국문 초록

본 연구의 목표는 문재인 정부의 대북정책 목표와 성과를 평가하고, 북한의 인권문제에 대한 정부의 입장과 태도에 대한 국제사회의 비판을 분석하는 것이다. 구체적으로 대북정책에 있어서 북한의 인권문제가 어느 정도의 위치를 차지하고 있는지를 고찰하고, ‘북한의 인권침해(탄압)에 대한 정부의 입장과 대응’에 대한 국제사회의 비판과 그에 대한 정부의 대응을 고찰하였다. 북한의 인권문제는 애초에 대북정책에있어서 매우 제한적으로 다루어졌다. 정부는 북한의 인권문제를 인권의보편성에서 접근하지도 않았으며, 대북 압박전략의 일환으로 활용하지도 않았다. 문재인 정부는 UN, 미국 정부와 의회, 외교관료 및 전문가, EU, 국제인권단체들의 비판이 증가하는 가운데에서도 소위 ’북한달래기‘를 고집하였다. 정부는 북한의 도발과 비판에 대해 침묵, 혹은소극적으로 대응하고, 북한인권결의안 공동제안에 불참하였으며, 대북전단금지법을 주도하고, 탈북자 및 인권단체 조직과 활동을 제한하는등의 행태로 국제사회의 비판 목소리에 귀를 닫았다. 결국, 바이든 행정부의 대북정책뿐만 아니라 EU 및 세계인권단체들의 인권문제에 대한 대응과도 공조를 이루지 못함으로써, 김정은 정권에 대해 군사안보적 압박은 고사하고 인권개선을 추동하는 그 어떤 심리적 압박도 주지 못하였다. 차기 정부는 북한의 인권문제를 세계 보편적 인권문제로 접근하고, 대북정책에 있어 하나의 전략적 지렛대(레버리지)로 활용할 수있어야 할 것이다.

영문 초록

This study aims at assessing the objectives and outcome of Moon Jae-in administration’s policy toward North Korea and analyzing international criticism over its stance on North Korean human rights issues. Specifically, it examines the proportion of human rights issues to the policy toward North Korea, and inquires international criticism against ‘the government’s position on and response to North Korean human rights violation’ and the administration’s reaction to it. North Korean human rights issues have been very limitedly dealt with in its policy from scratch. They neither approached North Korean human rights with the universality of human rights nor used as a pressure strategy. Moon Jae-in government has persisted in ‘coaxing North Korea’ even amid the escalating criticism from UN, the White House and Congress, foreign affairs experts, EU and international human rights organizations. The government has turned a deaf ear to the critical voices from the international society by keeping silence or responding lukewarmly to North Korea’s provocations and blames, not participating in the joint proposal to adopt UN Resolution on the Situation of Human Rights in the DPRK, passing the bill prohibiting activists from sending leaflets into North Korean territory, and restricting activities of North Korean defectors and human rights organizations. After all, as it has failed to cooperate with Biden administration on its policy toward North Korea and with EU and international human rights organizations on human rights issues, the government has not carried out any psychological pressure let alone military and security one to drive Kim Jung-un regime to improve human rights in North Korea. The next government should approach North Korean human rights as universal issues to use them as leverage in the policy toward North Korea.
