‘탈북청소년’이라는 범주화에 대한 비판적 검토

국문 초록

이 글은, 자신이 북한에서 왔거나 부모가 북한이탈주민인 청소년기 아이들을 정 책적으로 지원하기 위해 사용되고 있는 ‘탈북청소년’이라는 범주화를 비판적으로 검 토한 것이다. ‘탈북청소년’ 중 초중등학교에 재학하고 있는 학생은 ‘탈북학생’이라 명 명되고 있다. 이들 범주명이 만들어진 역사적 맥락 검토 하에 이 글에서는 ‘북한배 경청소년’이라는 표현을 사용하면서 한국교육개발원의 2주기 북한배경청소년 교육 종단연구 자료를 활용하여 이 범주에 포함되어 있는 아이들의 삶의 역사와 정체성 인식의 특성을 분석하였다. 분석 결과, 고향을 떠나온 배경, 떠나온 고향에 대한 인식, 자신의 정체성에 대한 인식, 주변인들이 이 아이들을 범주화하는 방식 등에서 이 범주 아이들이 보이는 다 양한 특성들을 ‘탈북청소년’이라는 개념이 포괄할 수 없음이 드러났다. ‘탈북청소년’ 범주 내의 세분화된 구분인 ‘북한출생’, ‘제3국 출생’ 등도 이들의 특성을 대변하지 못하는 범주임은 마찬가지였다. 결론에서는, ‘북한배경청소년’ 등의 보다 합리적인 범주명이 필요하다는 점, 나아 가 이들을 위해 만든 범주화가 이들에 대한 편견과 배제로 연결되지 않도록 별도의 범주화를 필요로 하지 않는 교육 환경 구축이 필요하다는 점을 강조했다.

영문 초록

This article critically examines the categorization of “North Korean defector youths” that is used to support adolescent children who are either from North Korea or whose parents are North Korean defectors. Among the “North Korean defector youths,” students who are enrolled in primary and secondary schools are called “North Korean defector students.” Under the analysis of the historical context in which these category names were created, this article used the expression “Youths with North Korean background” and analyzed the characteristics of the life history and identity perception of the children in this category using interview materials of 2nd Cycle of Education Longitudinal Study on Youths with North Korean Background from Korean Educational Development Institute. The analysis revealed that the various characteristics of children in this category, such as the background of their departure from their hometown, the perception of their hometown, their own identity, and the way in which those around them categorize these children, cannot be encompassed by the concept of “North Korean defector youths.” The subdivided categories of “North Korean defector youths”, such as “Born in North Korea” and “Born in a third country” also do not represent their characteristics. This article suggested that more appropriate category name such as “Youths with North Korean background” should be used. Furthermore, this article emphasized that it is necessary to establish an educational environment that does not require any separate categorization telling parental background so that the categorization does not lead to prejudice and exclusion against those included in the category.
