국문 초록

국방부가 2020년 8월 『21 · 25 국방중기계획』을 통해 원자력추진잠수함 사업을 추진하고 있음을 시사하면서 해군의 전력기획이 주목을 받고 있다. 이 사업은 북한SLBM 위협 고도화라는 안보상황에 대한 대응적 성격이 있는 것은 주지의 사실이다. 그럼에도 역대급 전력이라는 점에서 다음의 질문이 대두된다. 원자력추진잠수함이국가의 안보이익을 위한 것인가 아니면 해군의 조직이익을 위한 것인가? 관료정치모델식 전력기획으로 비추어지면서 이러한 질문이 제기되고 있는 상황이다. 전력기획은 작전적 효과에 기반한 군사소요 판단으로 안보를 달성하기 위한일련의 의사결정 과정이다. 따라서 정치적 요소는 완전히 배제되어야 한다. 한편 원자력추진잠수함은 북한 SLBM이라는 위협이 주는 기회와 해당전력을 지원하는 정치권력에 기인한 정치적 기회가 상호작용했다는 측면에서 해군의 조직적 이익을 위한 관료정치모델식 전력기획이라는 속성이 내재되어 있다. 특히 절차적 정당성, 제도적 · 기술적 요소, 지속성, 작전효과, 부정적 군조직 문화, 정책적 부조화, 비핵화 문제해결 교착이라는 측면에서 원자력추진잠수함이 비판의중심에 서있다. 이러한 함정에 빠지지 않기 위해 공론화 과정, ROC 정교화 및 제도적 보완, 원자력추진잠수함 3차 방정식 논리개발과 같은 정교한 후속조치를 마련해야할 것이다.

영문 초록

In August 2020, the ROK Ministry of Defense laid out the 2021- 25 Mid-Term Defense Plan, which reportedly seems to include the nuclear-powered submarine acquisition. This plan is taken into consideration as counter-measures to grapple with security situations of growing North Korea’s SLBM threat. Meanwhile, the following question could be raised because it is an unprecedented platform. Is the nuclear-powered submarine program aimed at seeking national security or simply organizational interest for the navy? Some raise this question and criticize the navy for its bureaucratic politics model-driven force planning. Force planning is a long process where operational effectiveness should be prioritized to achieve national security. Thus, political factors should step aside. Meanwhile, the nuclear-powered submarine program is at the center of controversy in the sense that North SLBM provides an opportunity for stressing the need to acquire nuclear-powered submarines and resources of political power boost this chance. This criticism can be conceptualized as the bureaucratic politics model-driven force planning. This program is controversial in the following aspects: procedural legitimacy, institutional and technological factors, sustainability, operational effectiveness, organizational culture, policy disharmony. A raft of measures should be taken to overcome this trap.
