국문 초록

중일관계는 후진타오 정부의 후반기(2010~2012년) 및 시진핑 정부의 전반기(2012~2016년)에 최악의 상태를 맞은 바 있다. 이 시기에 발생한 중일관계의 긴장은 2010년 이래 센카쿠 열도/댜오위다오 영유권분쟁을 둘러싸고 집중적으로 표출되어 온 것이다. 이러한 양국관계의 악화는 후 정부의 후반기에 중국정부가 강경한대일정책을 채택하여 시작된 것이다. 그런데 중일관계의 악화가 2017년에 들어서다소 완화되기 시작했으며, 2018년 10월 아베 일본 총리가 중국을 공식 방문함으로써 관계가 제한적으로 개선되고 있다. 그렇다면 우리는 다음과 같은 질문을 제기할 수 있다. 중국과 일본 간에 경제관계가 확대되고 있던 시기에 양국 간에 증오가 증대한 수수께끼를 어떻게 설명할 수 있는가? 그리고 양국관계가 2017년 이후 제한적으로 개선되는 것을 어떻게 설명할 수있는가? 본 연구는 이 질문에 답하기 위해 ‘시진핑 정부 시기 정책조언자들의 대일인식의 변화’를 연구하고자 한다. 이는 현재 중일관계에서 중국의 대일 인식이 중요한 역할을 하고 있으며, 최근에 들어서 중국외교정책의 증대하는 복잡성으로 인해 정책조언자들의 인식이 외교정책에 대해 점점 더 많은 영향력을 갖게 되었기 때문이다. 주류학자들의 대일 인식은 시간이 경과함에 따라 부정적에서 긍정적으로 변화했다. 학자들의 대일 인식 변화에 있어서 흥미로운 점은, 양국관계의 현황에 대해서는부정적이지만 전망과 처방에 대해서는 긍정적으로 변화했다는 것이다. 이는 학자들이 일본의 대중정책이 여전히 부정적이었지만, 중국의 국가이익을 위해서 양국관계를 개선할 필요성을 느끼고 있었기 때문이다. 시 정부 후반기에 주류학자들의 긍정적인 대일 인식은 두 가지로 요약할 수 있다. 첫째, 중국은 미중 전략적 경쟁에 따라, 일본을 중국 편으로 끌어올 필요가 있다. 둘째, 중국은 센카쿠 주변수역에 해군선박을 수시로 진입시킴으로써, 일본의 실효적지배를 무력화시켰다. 하지만 중국의 대일 인식 변화에 따라 중일관계가 현저하게개선될 가능성은 없다. 이는 중일관계의 구조적 문제, 즉 중일 간의 역사적인 경쟁의식, 미일동맹이 존재하기 때문이다.

영문 초록

The Sino-Japanese relationship has deteriorated to its lowest point during the last years of Hu Jintao leadership(2010-2012) and the early years of Xi Jinping leadership(2012-2016). The tension of Sino-Japanese relationship had been reflected markedly in the incidents, which took place in 2010 over the sovereignty of the Senkaku/Diaoyu Islands. A worsening of bilateral relations began since the Chinese government adopted a hardline Japan policy in the last years of the Hu Jintao leadership. However, a worsening of bilateral relations began to diminished a little and a bilateral relationship has improved to a certain extent due to the official visit of the Japan’s Prime Minister Abe to China in October 2018. How can we explain the conundrum where hostility between the two countries is escalating while economic interdependence between the two is ever so growing? And how can we explain the reason why a bilateral relationship has improved to a certain extent since 2017. This thesis aims to answer the question by studying the change in Chinese Policy Advisors’ Perceptions of Japan under the Xi Jinping Government. China’s perceptions of Japan is playing a important role in recent Sino-Japanese relations and policy advisors’ perception is gaining more influence in foreign policy due to growing complexities of China’s foreign policy recently. With the passage of time Chinese policy advisors’ perceptions of Japan became better from worse. What is intriguing about change in Chinese Policy Advisors’ Perceptions is that while their perceptions about the situation are negative, their predictions and prescriptions are positive. It means that while they are still unhappy about Japan’s China policy, they feel the need of better relationship for the China’s national interest. Chinese policy advisors’ perceptions of Japan under the last years the Xi Jinping leadership can be summarized as follows: firstly China needs to attract Japan toward China in order to win the U.S.-China strategic competition, secondly China has successfully neutralized Japan’s effective control of the Senkaku/Diaoyu Islands by sending naval ships into the waters off Senkaku/Diaoyu Islands frequently. However, bilateral relations will not improve significantly due to change in Chinese perceptions of Japan. Because there is a structural problem which is Sino-Japanese historical rivalry and U.S.-Japanese alliance.
