북한의 핵 개발과 한국의 대응전략 분석(1993-2017 현재)

국문 초록

한국은 1993년 이후 2017년 현재까지 북한핵개발 대응전략에서 완전히 실패했다. 한국의 대북화해협력정책은 국방전략과 충돌하면서 국방전략은 무시되거나 선택이 회피되었다. 북한은 ‘핵포기 협상을 통한 핵개발’을 강력히 추진한 반면, 한국은 대북 화해협력정책 중심의 협상만을 지속 추진하면서 남북한 군사적 긴장을 조성하는 국방전략선택을 배제하거나 회피했다. 그 결과 북한 핵개발은 2016년 4차, 5차 핵실험을 통해 핵무장 능력을 현실화 시킨 반면, 한국은 독자 군사적 억제전력 공백상태에 직면하게 되었다. 즉, 한국은 2016년 이후 한국형 전략무기(Kill-chain, KAMD, KMPR)의 조기 획득을 서두르고 있으며, 2020년 배치를 목표로 추진되고 있는 상태이다. 한국은 북한 핵개발억제를 위한 국가 안보전략에서 ‘정치와 군사 전략적 통합’에 실패함으로서 독자 억제전략무기 획득을 하지 못하였으며, 미국의 맞춤형억제전력에 의존할 수밖에 없는 상황에 직면한 것이다. 이 글은 “한국은 왜 1993년 이후 2017년 기간 중 북핵 대응 전략무기를 개발하지 못하였으며, 북한 4차, 5차 핵실험 이후에도 독자전략무기 배치에 실패하였는가?”를 분석하였다. 이를 위해 북한 핵무기 개발이 현실화되는 과정에서 공개된 한국 안보 및 국방전략자료를 주요 분석대상으로 하였다. 그리고 정치-군사의 전략적 통합을 기반으로 하는 한국의 대북정책, 안보 및 국방전략 선택, 미래대응 전략적 함의를 분석 제시하였다.

영문 초록

Republic of Korea has clearly failed to deter the North Korea Nuclear Development program during 1993-2017. During that periods, ROK'S Appeasement policy toward North Korea for reconciliation and cooperation has brought conflicts against her defense deterrence strategy. It has been ignored or excluded. While North Korea strongly has pushed forward secret nuclear development strategy through negotiations for nuclear Abandonment, ROK has maintained the Appeasement policy toward North and excluded any defense strategy to avoid increasing tension of military conflicts between North and South. As a result, while in 2016 North Korea has been assessed to have a capability of nuclear weapons production after the 4th, 5th Nuclear Tests, ROK has been faced 'no exclusive Strategic weapons(Kill-chain, KAMD, KMPR)' to respond against North and in a rush to get those weapons before 2020. Consequently, ROK had failed to draw politico-military strategic integration for acquisition of deterrence strategic weapons and has been facing the nuclear crisis depending only on Tailored Extended deterrence forces of United States. This writing is strategic analysis about why ROK's government has failed to develop and to deploy deterrence strategic weapons during the period of 1993-2017 even after the 4th, 5th North nuclear tests. For this analysis, it has been used published official documents and studied available materials of defense and security during that periods. Also, it is suggested the future strategic implications for security and defense policy based on ROK's politico-military strategic integration.
