우리나라 실정에 알맞은 외국의 비영리 평가 인증기구와 그 평가 방법에 관한 고찰

국문 초록

비영리단체, 시민단체, 비영리법인 공익법인 등의 조직 건전성 제고 방안으로서 외부 회계기관 감사나 정부의 직접 관리방안보다, 비영리단체 임직원의 윤리의식 강화, 내부통제의 강화와 건전한 지배구조 구축을 통한 자율적인 정화 운동이 더 중요하고 필수적이다. 미국 등의 외국은 민간 감시단체(Watch Dog) 또는 모니터링단체의 활동을 통해, 비영리단체의 건전성이나 투명성이 제고되고 있는데, 우리나라에서는 한국 가이드스타가 2016년부터 미국의 채리티네비게이터의 평가방식과 유사한 「통합등급 부여방식」으로 비영리단체의 투명성 평가사업을 수행하고 있다. 그런데, 중소형 단체가 평가대상에서 배제되어 평가대상도 한정될 뿐만 아니라, 회계정보에 치중된 평가로서 조직 운영의 건전성에 관한 평가가 빠져 있고, 등급부여에 대하여 비영리단체의 반발이 많은 점 등의 문제가 있어, 활성화되지 않고 있다. 이에 대한 대안으로서, 미국의 BBB WGA, 일본의 JCNE 및 필리핀의 PCNC 등이 실시하고 있는 평가방식을 도입하면서, 회계정보를 중심으로 하는 계량평가보다는 지배구조, 내부통제제도 등 비계량 정보에 대한 평가가 더 중요하다는 점, 우리나라 비영리단체의 80% 이상이 중소 단체라는 점에 비추어, 대부분 정상적으로 운영되고 있는 대규모 단체들보다는 중소 비영리단체의 성실성, 역량, 효과성을 개선함에 목적을 두어야 한다. 또한, 2020년 국세통계상 비영리법인의 기부금 수익이 8.7조원, 보조금수익이 56.4조원으로서, 기부금 수익보다 보조금수익이 7배 정도 많음에도 불구하고 지금까지 기부금의 투명성에 집중해 왔으나, 기부금뿐만 아니라 보조금 사업 운영의 적정성 및 투명성을 검증해야 한다.

영문 초록

The system for accounting transparency improvement plan of NPO should be focused on the NPO’s internal control and building a sound governance structure rather than the external audit or government direct management and control. In foreign countries such as the United States, NPO’s soundness and transparency are also being improved through the activities of private watchdogs or monitoring institution. Guide Star Korea introduced an integrated rating system for NPO evaluation to Charity Navigator since 2006. However, this rating project has not been activated, in the reason that small and medium-sized organizations are excluded and the evaluation target is limited, as well as there are a lot of critics from NPO’s. As an alternative, this paper suggests the evaluation method implemented by BBB WGA in the US, JCNE in Japan and PCNC in the Philippines. The evaluation of non-metric information such as governance structure and internal control system is more important than quantitative evaluation focusing on accounting information. More importantly, in light of the fact that more than 80% of NPO’s in Korea are small and medium-sized organizations, the target should be to improve the integrity, competency, and effectiveness of small and medium-sized non-profit organizations rather than large-scale organizations that are normally operated. In addition, according to the national tax statistics in 2020, donation revenue of NPO was KRW 8.7 trillion Won and government’s subsidy revenue was KRW 56.4 trillion. The adequacy and transparency of the programs supported by government’s subsidy should be verified, in addition to programs supported by donation.
