국문 초록

본 연구에서는 최근 확산되기 시작한 예술인 복지 증진 조례를 대상으로 기초지방자치단체의 정책 도입과 확산의 영향 요인을 실증적으로 분석하였다. 분석 결과, 첫째, 광역지방자치단체의 조례 도입과 동일 광역권역 내 지방정부의 조례 도입 등 외부 확산요인은 해당 기초지방자치단체의 조례 도입에 유의미한 영향을 미치지 않는 것으로 나타났다. 둘째, 정책 결정 시 영향을 미치는 사회적 환경에 해당하는 지자체의 인구 규모는 조례 도입에 유의미한 정(+)의 영향을 미치는 것으로 확인되었다. 셋째, 코로나19 사태를 기점으로 조례 도입이 증가하였는지와 해당 시기 이전과 이후의 영향 요인을 비교한 결과, 2020년 이전보다 2020년 이후 도입 가능성이 커진 것으로 확인되었으며 도입 초기부터 2019년까지는 기초지방자치단체의 재정역량이 조례 도입에 정(+)의 영향을, 이후시기에는 수요와 재정요인이 함께 영향을 미친 것으로 확인되었다. 본 연구의 결과는 예술인 복지 조례 제정에는 외부적 확산요인보다는 내부 결정요인과 시기적 특성 등 다양한 요인이 고려되며, 특히 지방정부가 충분한 조직 역량을 갖추었을 때 예술인 복지 정책 도입에 적극적일 수 있음을 시사하고 있다.

영문 초록

This study examined the factors that influence the implementation and spread of local government policies, particularly the recent spread of the artist welfare promotion ordinance. According to the results of the analysis, external diffusion factors, such as the introduction of ordinances by metropolitan local governments and that by other local governments within the same metropolitan area, have no significant effect on the introduction of ordinances of a certain municipal government. On the other hand, the population size, which provides a social environment for policy making, has a direct effect on the increase of the ordinances. Third, the likelihood of the ordinance's adoption has increased during the COVID-19 pandemic. Furthermore, policy demands have become an integral part of the ordinance process along with fiscal capacity, which had been the only determining factor until 2019. Ultimately, our analysis revealed that internal determinants and timing rather than external diffusion factors are important in the introduction of polices for supporting artists.
