공정성에 대한 인식이 투표참여에 미치는 영향에 관한 연구

국문 초록

공정성은 그 사회의 정당성과 지속가능성을 담보하는 핵심적인 가치이다. 정부와 정치의 역할도 사회의 다양한 분야에서의 공정을 실현시키고, 시민들에게 공정한 사회경제적 환경을 제공하는데 있다고 해도 과언이 아닐 것이다. 시민들이 체감하는 공정성은 시민들의 정치적 태도와 사회에 대한 가치정향과 밀접한 관련성이 있을 것이다. 본 연구는 시민들의 공정성 인식이 투표참여와 어떠한 관계를 갖는지를 분석하였다. 공정성 인식을 기회공정성, 조건공정성, 분배공정성으로 분류하였으며, 특히, 공정성 인식이 개인의 환경과 사회와의 상호작용을 통해 동태적 변화를 겪는다는 점에 주목하여 공정성에 대한 인식의 연령에 따른 차별적 효과를 살펴보았다. 분석결과, 기회공정성에 대한 인식과 조건공정성에 대한 인식이 투표참여에 영향을 미치는 것으로 나타났는데, 기회공정성에 대한 인식은 정의 관계를, 조건공정성에 대한 인식은 부의 관계를 가지는 것으로 분석되었다. 즉, 기회공정성을 긍정적으로 인식할수록 투표에 참여하는 반면, 조건공정성을 부정적으로 인식할수록 투표에 불참하는 것으로 나타났다. 또한, 조건공정성에 대한 인식이 투표참여에 미치는 부의 관계는 연령이 높아짐에 따라 완화되는 것으로 나타났다. 시민들의 공정성에 대한 인식이 영역에 따라 투표참여에 다른 영향을 끼치고 있다는 점은 선거의 대의기능과 관련하여 중요한 과제를 던지고 있다. 기회공정성에 대해 부정적으로 인식하는 경우 선거에서 소외되어, 이들의 정치적 요구와 불만이 정치권에 투입되지 않는다는 것을 정부와 정치, 그리고 우리 사회가 의식적으로 인식해야 할 것이다.

영문 초록

Fairness is a key value that guarantees the legitimacy and sustainability of the society. It would not be an exaggeration to say that the role of government and politics also lies in realizing fairness in various fields of society and providing a fair socioeconomic environment to citizens. The fairness felt by citizens will be closely related to citizens' political attitudes and values toward society. This study analyzed how citizens' perception of fairness relates to voting participation. Fairness recognition was classified into opportunity fairness, condition fairness, and distribution fairness, and in particular, we examined the differential effects of fairness perception according to age, noting that fairness perception undergoes dynamic changes through interactions with individual environments and society. As a result of the analysis, it was found that opportunity fairness and conditional fairness influenced voting participation, and opportunity fairness had a positive relationship and conditional fairness had a negative relationship. It was found that the effect of conditional fairness on voting participation was adjusted according to age. It was confirmed that the higher the age, the less the negative influence of conditional fairness on voting participation. In addition, as analyzed by dividing into youth groups and non-youth groups, it was found that conditional fairness had a negative relationship with voting participation, but in non-youth groups, opportunity fairness had a positive relationship with voting participation.
