국문 초록

지방자치단체는 실질적으로 데이터를 생성, 수집, 관리하는 핵심 주체 중 하나이다. 그럼에도 불구하고 지금까지의 데이터 정책은 중앙부처의 관점이 크게 반영되었으며, 지방자치단체의 현실에 대한 이해 또한 부족하여 데이터기반행정의 실질적 정착이 이루어지지 못했다. 본 연구의 목적은 지방자치단체의 데이터 정책 관련 현황을 분석하고 이를 바탕으로 데이터기반행정 정착 방안을 제시하는 것이다. 이를 위해 ｢데이터기반행정법｣과 선행연구를 검토하여 도출한 데이터기반행정 추진의 필수요인은 제도적 기반, 데이터 활용, 협업체계, 정책추진을 위한 준비 등이다. 해당 요인들을 기준으로 ‘데이터기반행정 시행계획’을 분석한 결과, 제도적 기반 차원에서 시스템, 조직 및 인력, 조례, 협업 차원에서는 데이터 공유･교류, 데이터 활용 차원에서 정책 유형 및 분야에 따른 데이터 활용, 데이터기반행정 준비 차원에서 데이터 유형, 교육과 관련한 문제점을 확인하였다. 마지막으로 본 연구는 전술한 다양한 차원의 분석 결과를 종합적으로 고려하여 기반, 운영, 그리고 관리 차원에서의 구체적인 데이터기반행정 정착 방안을 제시하였다.

영문 초록

Local governments are one of the key players in generating, collecting, and managing data. Nevertheless, data policies so far have largely reflected the central government’s perspective, and this lack of understanding of local governments’ reality has prevented the realization of data-driven public administration. Therefore, this study analyzes the data-related status of local governments and presents policy strategies to establish data-driven public administration; moreover, based on theData-Driven Public Administration Actand previous studies, this study determines the essential factors for promoting data-driven public administration: institutional basis, collaboration, data utilization, and preparation for policy promotion. By analyzing theData-Driven Public Administration Implementation Planbased on the abovementioned factors, it identifies problems related to the online system, organization, human resource, and ordinance at the dimension of institutional basis; data sharing and exchange at the collaboration level; the use of data by policy type and field at the dimension of data utilization; and data type and education at the dimension of preparation for policy promotion. Finally, this study presents specific policy strategies at the preparation, operation, and management levels by comprehensively analyzing the results of the various dimensions.
