상보성에 기반한 한일 간 R&D 국제협력의 진화

국문 초록

세계 각국은 범세계적 차원에서 R&D 국제협력을 활발하게 전개하고 있다. 최근 과학기술의 융복합, 글로벌 기술경쟁의 심화, 개방형 혁신의 등장, 한국의 과학기술 경쟁력 향상 등을 고려할 때 한일 양국의 R&D 국제협력은 다음과 같이 진화할 것이다. 1) R&D 국제협력은 정부주도에서 정부유도에 기반을 둔 민간 시장주도의 협력으로, 그리고 정부유도 협력 틀에서 한일 간 쌍방협력에서 다자간 협력의 형태로 진화한다. 2) 한일 간 R&D 국제협력은 기술도입, 인적 교류 등 개별적 단편적 관계에서 공동연구 형태로 진화하여 다양한 R&D 국제협력이 국제 공동연구의 틀 속에서 이루어진다. 3) 한일 간 R&D 국제협력은 한중일 산업경쟁력을 고려하여 각국의 성장동력정책과 연계한 형태로 진화한다. 4) 산업기술 및 이노베이션 정책과 연계되는 과학기술정책은 한일 간 R&D 국제협력이 민간주도형, 공동연구형, 산업경쟁력을 고려한 국제협력의 형태로 진화함에 있어서 그 촉매제 역할을 한다. 이러한 R&D 국제협력의 진화에서 공통적인 원리는 호혜성이며, 협력 당사자가 보완적 역량을 갖추는 것이 전제되어야 한다. 또한 한일 간 새로운 R&D 국제협력으로의 진화에는 상호 신뢰에 기초하여 다방면에 결처서 지속적인 협력의 노력이 필요하다.

영문 초록

Most of countries in the world have been actively deployed the international R&D cooperations at global level. Considering the fusion and convergence of science and technology, the global technological competition, the paradigm of open innovation, and the growing technological competitiveness of Korea, the patterns of R&D cooperation between Koran and Japan will evolve as follows; 1) The R&D cooperation will evolve from the government oriented pattern to market oriented one guided by government, and from a bilateral cooperation between Korea and Japan to a multilateral one including the east Asian countries. 2) The R&D cooperation between Koran and Japan will evolve from a technology transfer or exchange of personnels to a R&D consortium, and various cooperations will be occurred in a framework of a joint R&D. 3) The R&D cooperation between Koran and Japan will evolve in a consideration of an industrial competitiveness among Korea, China, and Japan, linked with their promoting policies of emerging industries. 4) The government policy of science & technology focused on an innovation and industrial technology will facilitate the evolution of a market oriented cooperation, a joint R&D, and the cooperation of considering the industrial competitiveness. The common principle in the R&D cooperation is the reciprocity. And it is necessary for the each partner to have the complementary capabilities. Moreover, it is also necessary for Korea and Japan to make various and continuous efforts based on an trust in the evolution of R&D cooperation.
