가젤형 기업의 혁신활동에 있어 정부지원 및 규제가 경영성과에 미치는 영향분석

국문 초록

경기침체와 최악의 청년실업률을 보여주는 최근의 경제 구조에서 기업의 경쟁력 강화는 필수적인 요소이다. 이러한 상황속에서 가젤형기업의 육성을 위해 정부지원정책과 규제의 영향에 관한 연구가 필요한 시점이다. 본 연구는 가젤형 기업이 정부의 지원형태와 규제의 종류에 따라 경영성과에 있어 어떠한 영향을 미치는지를 알아보았다. 그 결과 가젤형 기업의 혁신활동에 있어 정부지원의 경우 일반기업과는 차이를 보였으며, 매출향상에 있어서는 정부의 공공구매, 우선구매 추천, 우수제품 지정 만이 긍정적인 영향을 나타냈다. 규제의 경우 독점규제 제한, 근로기준 규제, 지적재산 보호 등이 가젤형 기업의 매출향상에 긍정적인 영향을 보여줬다. 고용효과에서는 금융지원과 기술지원이 정(+)의 영향으로 유의하게 나타났고, 자금지원과 구매지원이 부(-)의 영향임을 보여줬다. 규제의 경우 중소기업 적합업종 규제, 산업안전 및 보건규제, 소비자안전 및 위생규제, 창업 조건 관련 규정이 정(+)의 영향으로 유의하고, 가격제한, 환경상의 규제, 근로(고용/노동)기준과 규제, 창업조건 관련 규정이 부(-)의 영향을 보인다. 본 연구는 일반 기업과는 다른 가젤형 기업에 관한 연구라는 부분에서 차별성을 가진다. 또한, 다양한 형태의 정부 지원정책을 통해 기업의 기술혁신을 장려하는 가운데, 기업의 특성에 따라 차별화된 정책수단이 마련되어야 한다는 정책적 시사점을 제공한다.

영문 초록

Reinforcing corporate competitiveness is an essential factor in the recent economic structure showing the recession and the worst youth unemployment rate. In this situation, it is time to study the effects of government support policies and regulations to foster gazelles companies. This study investigated how gazelles companies affect management performance according to the types of government support and the types of regulations. As a result, in the case of government support in the innovation activities of gazelles companies, they differed from general companies. In terms of sales improvement, only the government’s public purchase, preferential purchase recommendation, and excellent product designation had a positive effect. In the case of regulation, restrictions on monopoly regulations, regulation of labor standards, and protection of intellectual property showed positive effects on sales of gazelles companies. In the employment effect, financial support and technical support were found to be significant with positive (+) effects, and funding and purchasing support were negative (-). In the case of regulation, regulations related to SMEs’ suitable industry, industrial safety and health regulations, consumer safety and hygiene regulations, and start-up conditions are significant due to positive effects, and price restrictions, environmental regulations, and labor (employment / labor) standards Regulations related to start-up conditions have negative effects. This study has a distinction in that it is a study of gazelles companies that is different from general companies. In addition, while encouraging technological innovation of companies through various types of government-supported policies, it provides a policy implication that differentiated policy measures should be prepared according to the characteristics of companies.
