백제(百濟) 의자왕대(義慈王代)의 대외정책

국문 초록

백제는 隋·唐 건국 이후 급변하는 국제정세에 적응하면서 신라와의 전쟁에 성과를 얻기 위해 노력하였다. 특히 의자왕은 즉위 직후 정변을 일으켜 반대세력을 몰아내고, 자신의 정치적인 명분을 얻기위해 신라에 대한 공세를 강화하였다. 643년 大耶城 전투에서 백제가 대승함으로써 의자왕은 국정운영의 구심점을 마련하고 향후 신라와의 전쟁에 자신감을 얻게 되었다. 이를 바탕으로 고구려와 연합하여 신라 黨項城을 공격하려 하였으며 당에 扶餘康信을 파견하는 등 당과 고구려 모두에 이전보다 적극적인 兩端策을 추진하였다. 하지만 고구려 공격에 당의 관심이 몰리고 고구려가 그런 당의 공격을 막아내자, 백제는 주로 신라와의 전쟁에만 집중하였다. 그런데, 647년부터 649년까지 신라에 패배한 후백제는 내부적인 人的·物的 손실뿐만 아니라 국제적인 입지에도 큰 타격을 입게 되었다. 신라는 적극적인 대당외교를 펼치는 과정에서 당에 백제로부터 일방적인 피해를 입었다고 호소하던 태도를 버리고 자국의 백제 공격을 지원해줄 것을 요청하기에 이르렀다. 그 결과 신라는 당에 백제보다 국력이 향상되었다는 인식을 심어주었고, 당의 고구려 공격을 위한 협력자로 자리 잡게 되었다. 반면에 백제는 비교적 정체되어있던 국제정세로 인해 당에 소극적인 태도를 보이다 652년 당과의 관계를 단절하는 상황까지 가게 되었다. 하지만 이후 백제는 倭와의 교류를 강화하여 국제적인 고립을 피하였으며 655년에 고구려와 연합하여 신라를 공격하였다. 이때 성과를 얻음으로써 백제 내부에 또다시 신라와의 전쟁이 집권층의 구심점으로 작용하게 되었고, 659년에도 신라를 공격하였다. 그러나 이러한 백제의 신라공격 강행은 당이 660년 백제를 공격할 빌미를 제공하였을 뿐이었다. 뿐만 아니라 대당외교의 비중이 약화되자 이를 담당하던 세력이 약해져 정권에서 소외되면서 나·당 연합의 공격에 제대로 대응하지 못하고 말았다.

영문 초록

Adapting to the sudden changes in the international situation after the establishment of Sui and Tang, Baekje endeavored to obtain good results from the ongoing war against Silla. Especially, King Uija of Baekje took a twofold action to solidify his political cause: first by purging the opposition force in a political upheaval right after the coronation, and also by a victorious war against Silla. The outright victory at Daeya Fortress in 643 served the pivotal role in positioning the king at the helm of the kingdom in the trenches of the political upheaval. Moreover, he made use of two-track foreign policy toward Tang and Goguyeo, maintaining favorable relations with the two powers in the region: Baekje by then tried to be allied with Goguryeo to attack Danghang Fortress of Silla, and at the same time dispatched Buyeo Gangsin, an envoy, to Tang. The two powers, however, were hostile to each other as the main focus of Tang was centered to conquer Goguyeo, and Goguyeo managed to thwart the ambition. Baekje, stuck in the fires between the two, deflected its attention to the war against Silla. However, the war did more harm than good: Baekje was defeated from 647 to 649 in a row, resulting in not only human and physical loss inside but a degradation of the international position. Meanwhile, Silla abandoned the rhetoric of appealing that it was unilaterally damaged by Baekje, and started to actively request Tang to support Silla in attacking Baekje. As a result, Tang was given an impression that the power of Silla surpassed that of Baekje, and thought of Silla as a partner in its campaign against Goguryeo. In comparison, the diplomatic policy of Baekje toward Tang was deemed half-hearted in the relatively stagnant international surroundings, and the relationship between the two finally ended in 652. However, Baekje strengthened cooperation with Wa instead, in an effort to avoid international isolation. Also in 655 and 659, Baekje staged a joint attack with Goguyeo against Silla. However, those rigorous attacks to Silla only provided a reason for Tang to attack Baekje in 660. Also, as the portion of diplomacy targeting Tang diminished, the domestic political force in Baekje that took charge of the sector was alienated from the central regime. This resulted in the improper measures when attacked by the allied forces of Tang and Silla.
