택지개발지구 개발이익 배분실태 분석

국문 초록

우리나라 경제성장 압축의 부작용으로 개발이익에 대한 갈등이 심각한 사회문제로 떠올랐다. 개발이익의 공정한 배분만이 갈등의 궁극적 해결방안이 될 것이다. 이와 관련하여 본 연구는 별내신도시 사례에 대한 실증분석을 통해 공정한 분배의 방향을 제시하고자 한다. 이번 연구를 통해 공공택지개발사업자의 경우 부지개발이익이 매우 적으며 개발이익의 대부분이 주택건설업자와 주택구매자에게 돌아간다는 사실이 밝혀졌다. 개발이익 분배에서 공공사업을 위해 삶의 터전을 포기하는 원주민을 배제하는 것은 정당하지 않다. 공공택지개발자의 이익이 개발이익의 사회화 과정으로 정당화될 수 있다. 그러나 주택건설업자의 과도한 이익에 대해서는 명분이 없다. 이 분석을 바탕으로 다음과 같은 개선사항이 도출되었다. 개발수익을 원주민과 공유하기 위하여 그들에게 주택구입기회 확대와 양도소득세 면제를 통해 공공사업의 정당성을 높이고 자발적인 참여를 유도하여야 한다. 주택건설 단계에서 개발이익의 사회화를 위해서는 공공부문의 역할 확대가 필요하다.

영문 초록

As a side effect of compressed economic growth in Korea, conflict over development profits emerged as a serious social issue. Only fair allocation of development profits will be the ultimate solution to the conflict. In this regard, this research aims to suggest the direction of fair distribution by empirical analysis on Byulnae new town case. This study found out that site development profits were very little for the public land developer, and most of development profits went to house builder and house buyer. It is not justified to rule out the natives who give up the place of life for public works in the distribution of development profits. The public land developer’s profit can be justified as the socialization process of development profits. But, there is no justification for house builders excessive profits. Based on this analysis, the following improvements were derived. For sharing the development profits with the natives, expansion of housing purchase opportunities to them and exemption of capital gains tax shall enhance the legitimacy of public works and induce voluntary participation of them. It is necessary to expand the role of the public sector in order to socialize development profits in the housing construction stage.
