국문 초록

최근 관심이 높아지고 있는 공동체주택은 일반주택과는 다른 독특한 계획과정을 갖고 있다. 그러나 주택의 계획과정에 초점을 맞춘 연구는 부족한 실정이다. 따라서 본 연구에서는 추진 방식에 따른 계획과정을 비교하고 개선의 방향을 제시하였다. 본 연구는 대면 인터뷰를 통해 진행되었으며, 도면 자료 수집이 가능한 수도권 16가구를 사례로 선정하였다. 기획 과정을 개념 기획 단계, 기본 기획 단계, 세부 기획 단계로 나누어 분석한 결과는 다음과 같다. 첫째, 기존 커뮤니티에서 추진하는 주택계획은 초기부터 구성원들의 충분한 논의를 거쳐 결정된다. 따라서 초기 컨셉 기획 단계부터 전문가를 통한 기술 지원이 필요하다. 둘째, 민간기업이 구성원을 모집하는 주택의 개념계획은 사전에 기업에서 진행하고, 기본계획 단계에서는 입주자가 워크숍을 통해 계획과정에 참여한다. 워크숍은 결속력을 기르는 데 도움이 되지만, 워크숍 비용이 집값을 상승시킨다는 문제가 있다. 셋째, 공공부문에서 구성원을 모집하는 주택은 구성원의 잦은 변경, 주민 니즈가 계획과정에서 제대로 반영되지 않는 등의 문제가 있다. 결과에 따른 정책적 시사점은 다음과 같다. 첫째, 지역사회 훈련 워크숍을 지원하기 위한 중간 지원 조직이 필요하다. 둘째, 계획과정에서 전문가의 지원이 이루어져야 한다. 셋째, 주택 가격을 낮추기 위해서는 공공토지임대제도와 대출지원이 필요하다.

영문 초록

Community-housing, which has recently been attracting attention, has a unique planning process that is different from general housing. However, studies on community housing focusing on the housing planning process are insufficient. Therefore, the purpose of this study is to compare the planning process according to the promotion method and suggest improvement directions. In this study, 16 houses in the Seoul metropolitan area were selected for analysis, and data were constructed through face-to-face interviews. The results of analyzing the planning process by dividing it into a conceptual planning stage, a basic planning stage, and a detailed planning stage are as follows. First, the housing plan promoted by the existing community is decided after sufficient discussion with members from the beginning. Second, in the case of a house where a private company recruits occupants, the company conducts the conceptual plan in advance, and the tenant participates in the planning process through a workshop in the basic planning stage. The workshop helps to increase the cohesion of the tenants, but there is a problem that the cost of the workshop increases the housing price. Third, in the case of housing in which the public sector recruits occupants, there are problems such as frequent change of members and resident needs not properly reflected in the plan. The policy implications according to the analysis results are as follows. First, an intermediate support organization is needed to support the community workshop. Second, expert support should be provided during the planning process. Third, the public land rental system and loan support are needed to lower housing prices.
