국문 초록

제조업의 산업화로 부동산도 산업화가 일어난다. 농촌 인구의 도심 집중은 도심의 공간이 밀집되고, 공간의 활용이 기능별 공간으로 분화되면서 공급 중심의 부동산업에서 관리 중심의 부동산업으로 변모되고 산업화한다. 그리나, 공동주택관리법령은 주택관리업의 등록 요건과 말소 및 등록의 취소 규정을 두고 있을 뿐 주택관리업자의 지위에 관하여는 아무런 규정을 두고 있지 아니한다. 뿐만 아니라, 관리 방법에 관하여도 관리사무소장을 중심으로 관리하고 주택관리업자는 단지 관리수수료를 받는 변칙적 관리체계를 취함으로써 주택관리업의 산업화를 저해한다. 따라서 이 논문에서는 공동주택관리업의 실태를 분석하여 현행 법제 하의 비현실적인 관리체계로서의 위탁관리 형태와 용역비, 관리업무의 내용, 주택관리업자 단체활동의 보장 등 개선안을 제안함으로써 주택관리업의 산업화를 도모토록 한다.

영문 초록

With the industrialization of the manufacturing industry, real estate is also industrialized. The urban concentration of the rural population is transforming and industrializing from a supply-oriented real estate business to a management-oriented real estate business as urban spaces are concentrated and space utilization is differentiated into functional spaces. However, the Municipal Housing Management Act sets only the requirements for registration of the housing management business, and regulations on cancellation and cancellation of registration, but does not contain any provisions regarding the status of the housing management business. In addition, as for the management method, the industrialization of the housing management industry is hindered by the management of the management office centered on the manager, and the house manager takes an anomalous management system that receives a management fee. Therefore, in this thesis, the industrialization of the housing management business is promoted by analyzing the actual situation of the apartment housing management business and suggesting improvements such as the form of consignment management as an unrealistic management system under the current legislation, service costs, management tasks, and guarantee of group activities of housing managers.
