스피노자의 코나투스와 장애인의 ‘독립’의 문제

국문 초록

본 연구는 ‘한국형 커뮤니티케어’에 관한 철학적 논의에 비해 기술적 논의만이 무성해지는 경향을 경계하며, 스피노자의 코나투스 개념을 통해 커뮤니티케어의 본래적인 가치와 의미를 논의하고자 했다. 영국의 역사적 맥락에서 커뮤니티케어와 장애인의 ‘독립’은 인간이 지닐 수 밖에 없는 필연적 차이를 빌미로 행해지는 예속화에서 벗어나고자 했던 장애운동의 반영이었으나, 동시에 보건복지에 관한 국가 책임의 전통에 반하는 사회보장의 신자유주의적 재편 전략의 구호이기도 했다. 때문에 영국 커뮤니티케어의 맥락 안에는 ‘공동체로의 독립’과 ‘공동체로부터의 독립’이라는 모순된 두 가치가 상존하고 있다. 그러나 스피노자의 코나투스 개념에 의하여 커뮤니티케어와 장애인의 독립의 문제를 고찰한 결과는 다음과 같다. 첫째, 장애는 욕망의 금지이며, 독립은 욕망의 대상에서 주체로 나아가는 것이다. 둘째, 커뮤니티는 하나의 거대한 신체이며 독립은 기존의 분리된 신체에서 통합된 신체로 커뮤니티 자체가 변화하는 것이다. 셋째, ‘케어’의 스피노자식 해석은 자기보전 혹은 자기보존이며, 독립은 예속인이 아닌 자유인으로 더 큰 완전성으로 이행하는 시민됨의 방식에 관한 것이다. 이러한 결과를 중심으로 장애인 커뮤니티케어의 방향과 가치에 대해 논하였다.

영문 초록

This paper discusses the value and meaning of community care through Spinoza s conatus concept. In British community care history, the independence of the disabled was a reflection of the disability movement against subjugation. At the same time, however, it was a slogan that emerged from the neoliberal realignment strategy of social security. Therefore, there are two contradictory values within the context of British community care: “independence into the community” and “independence from the community.” The results of considering the problem of community care and independence of the disabled by Spinoza s Conatus concept are as follows. First, disability is the prohibition of desire (cupiditas), and independence is the progression of the subject from the object of desire (cupiditas). Second, communities can be understood as single giant body, and independence is the transition from existing separate bodies to integrated bodies. Third, Care is self-preservation in Spinoza, and independence is not a subjugated person but a free person. Based on these results, it was suggested about community care in South Korea.
