국문 초록

이를 바탕으로 효과적 비핵화를 위한 정책적 대안을 제시해보고자 한다. 경제제재가 비핵화에 미치는 효과는 행위자의 전략적 선택에 의해 결정되며, 행위자의 전략적 선택은 구조적 조건에 의해 제약된다는 가정 하에 분석한다. 북한과 이란의 경제제재 과정에서 행위자들 간의 전략적 교환(strategic interaction)이 경제제재의 비핵화 효과를 결정하는 요인이고, 북한과 이란이 경제제재를 견딜 수 있었던 이유는 구조적 힘(resilience power ofstructure)에 있다고 본다. 향후 북한과 이란의 비핵화를 이끌어내기 위해서 미국은 북한과 이란의 지원국인 중국과의 관계 개선이 필요할 것으로 보인다. 미중 공진과 동조화가강화되면, 중국과 이란을 비핵화로 이끌어내 시간이 절약된다. 그리고 미국과 국제사회는북한과 이란이 경제제재에도 버틸 수 있었던 그들만의 공유된 믿음을 존중해주고 이해하여 서로에 대한 신뢰도를 높여야한다.

영문 초록

This paper is determined by the strategic choice of the actor and analyzed on theassumption that the strategic choice of the actor is restricted by structural conditions. In theprocess of denuclearization between North Korea and Iran, I could see that strategicinteraction between actors was a factor in determining the effect of denuclearization ofeconomic sanctions. At the same time, I emphasiz that the reason why North Korea and Iranwere able to withstand economic sanctions lies in the resilience power of structure . I thinkthat the resilience power of North Korea and Iran despite the strong US sanctions isultimately the role of China as a existence of supporting countries and the internal connectionforce between North Korea and Iran. In conclusion, to achieve the denuclearization of North Korea and Iran, the US needs toimprove relations with China. If the US-China resonance and coordination are strengthened,time will be saved in bringing China and Iran to denuclearization. In addition, the US and theinternational community should respect their shared belief that North Korea and Iran wereable to withstand economic sanctions, and increase their trust in each other based on theirhistorical background and understanding.
