국문 초록

2010년 야누코비치의 집권 이후 러시아와 우크라이나는 표면적으로 역사상 유례가 없을 정도로 밀접한 관계를 유지했다. 하지만 2013년 야누코비치의 EU 가입 연기 선언과러시아의 크림반도 병합으로 촉발된 우크라이나 사태 이후, 양국 관계는 군사적 충돌을불사하는 심각한 위기 상황에 직면해 있다. 한편 양국의 갈등은 러시아와 서방 간의 대립관계와 연계되어 있다. 서방은 러시아의 크림반도 병합과 돈바스 내전 지원은 우크라이나의 영토완결성과 주권에 대한 침해이자, 전후 국제질서에 대한 중대한 도전이라고 비난했다. 반면 러시아는 크림반도 병합은 우크라이나의 영토완결성과 주권에 대한 침해가 아니라 크림반도 내 주민들의 ‘민족자결(self-determination)’ 문제를 해결한 것이라고 주장하였다. 그렇다면 크림반도 사태를 기점으로 대립과 갈등으로 치닫고 있는 양국관계에 어떤 변화가 발생했을까? 이 논문은 상기 문제의식을 기반으로 우크라이나 사태 전개 과정을 검토하면서 러시아와 우크라이나의 대응과 정책을 분석하고, 양국의 대결적 대외정책의 원인과 목표를 규명하고 있다.

영문 초록

Since Yanukovych came to power in 2010, Russia and Ukraine have superficiallymaintained an unprecedented close relations in history. However, after the Ukrainian crisis,triggered by Yanukovych s postponement of the EU accession in 2013 and the Russia‘sannexation of Crimea, the Russo-Ukrainian relations are in serious crisis that can lead to amilitary clash. Meanwhile, the conflict between the both states is linked to theconfrontational relationship between Russia and the West. The West accused of Russia‘sannexation of Crimea and support for the civil war in Donbas as a violation of Ukraine sterritorial integrity and sovereignty, and a serious challenge to the postwar internationalorder. Russia, on the other hand, argued that the annexation of the Crimean peninsula did notviolate Ukraine s territorial integrity and sovereignty, but rather solved the problem of‘self-determination’ of the Crimean people. If so, what changes have occurred in theRusso-Ukrainian relations, which are moving towards confrontation and conflict startingfrom the Crimean incident? This study analyzes the responses and policies of Russia andUkraine while examining the development process of the Ukraine crisis based on the aboveconsciousness, and probes the causes and purposes of the both states confrontational foreignpolicy.
