국문 초록

미국의 외교정책은 각 행정부의 정체성을 드러내며 대통령이 주도해온 것이 일반적이다. 특히 중요한 시점마다 미국 대통령의 외교독트린은 당시 국제관계에 직접적인 영향을 미치며 세계질서에 변화를 주기도 한다. 대통령 독트린의 가장 큰 효과는 몇 마디로 대내외적인 정책적 정체성을 확보하고 영향력을 행사하는 틀을 제시한다는 것이다. 그동안 미국 대통령 독트린의 핵심적 내용은 대부분 외국 문제에 대한 미국의 개입과 관련한 것이었다. 이는 미국의 세계전략과 연관된 것이고 특히 미국이 패권국으로서 활동한 제2차 세계대전 이후 미국의 각 행정부는 외교독트린을 통해 세계질서를 이끌어왔다. 21세기에 중견국으로서 한국은 약소국 시대의 관행처럼 기존 강대국들이 정해놓은 질서를 수동적으로 수용하는 존재가 아니라, 자신이 중견국으로서 성장하면서 체득한 가치관과 비전을 국제사회에 적극적으로 제시하면서, 국제질서의 변화에 능동적으로 참가하는 국가가 되어야 할 것이다.

영문 초록

US foreign policy is usually led by the president, revealing the identity of each administration. At particularly important times, the diplomatic doctrine of the US president has a direct impact on international relations at the time and changes the world order. The biggest effect of the Presidential Doctrine is that it provides a framework for securing internal and external policy identity and exercising influence in a few words. Most of the core contents of the US President s Doctrine have been related to US intervention in foreign affairs. This is related to the world strategy of the United States, and especially since World War II, when the United States acted as a hegemon, each administration of the United States has led the world order through the diplomatic doctrine. As a middle power in the 21st century, Korea is not a being that passively accepts the order set by the existing powerful powers, as is the practice in the era of weak powers, but actively presents the values ​​and visions acquired while growing up as a middle power to the international community. It should become a country that actively participates in the change of order.
