국문 초록

본 연구의 목적은 국가연구개발(R&D)사업 분야 예비타당성 조사 제도의 운영에 있어서 사회적 가치의 적용 가능성을 검토하고, 이를 바탕으로 과학기술분야에서 활용 가능한 사회적 가치 지표 사례와 활용 방안을 정책적으로 제언하는 데에 있다. 우리나라의 과학기술은 세계적인 수준으로 고도화되고 성장하여 국가발전에 기여하고 있는 것으로 평가되고 있으나, 이러한 기술적･경제적 성장에 대한 기여와는 별개로 국민들의 삶의 질, 삶의 만족도와 행복 등에 대해서는 그 기여도가 제한적인 것으로 평가되고 있다. 특히, 최근에는 지속가능한 성장과 포용 사회, 기후 위기 대응 등 노동, 건강, 환경 등 실생활과 관련된 문제를 해결하는 데에 과학기술의 역할이 강조됨에 따라 우리 정부 또한 제4차 과학기술기본계획(2018-2022)에서 국민 삶의 질 개선에 기여하는 과학기술을 표방하며 R&D투자 시스템 혁신의 일환으로 과학기술R&D 예비타당성 조사 제도 개선을 추진한 바 있다. 이에 본 연구는 최근 과학기술분야 평가와 관련하여 국가R&D 사업 예비타당성조사 제도 내 사회적 가치가 평가항목으로 반영되도록 개정이 이루어진 것에 주목하여, 사회적 가치에 대한 이론적 논의, 법･제도적 현황 분석과 선행연구 분석을 바탕으로 과학기술 분야에서 논의될 수 있는 사회적 가치들을 검토하고, 이러한 진단 및 분석을 바탕으로 국가 R&D 사업 예비타당성조사 제도 운영과정에서 사회적 가치를 보다 더 적극적으로 고려하고 활용하기 위해 요구되는 관리 방안에 대하여 정책적으로 제언하였다.

영문 초록

The purpose of this study is to review if social values can be applied when operating the preliminary feasibility evaluation system in the national R&D projects field and to suggest examples of and plans to use social value indicators in the science and technology fields. Korea s science and technology have advanced and have grown to a global level. Researchers estimate that they currently contribute considerably to the development of the country. However, in recent years, their role has been emphasized in solving labor, health, and environmental problems, such as sustainable growth, inclusive society, and the climate crisis response. In The Fourth Basic Science and Technology Plan (2018-2022), the Korean government has also advocated science and technology that contributes to improving people’s quality of life and has promoted the improvement of the evaluation system of R&D’s preliminary feasibility to innovate the R&D investment system. Therefore, this study includes a review of the social values that can be discussed in the science and technology fields based on theoretical discussions concerning social values and the analyses of legal and institutional status and of previous research, noting that the system was revised to consider social values in the preliminary evaluation system for national R&D projects. Based on this diagnosis and analysis, policy suggestions were offered on the management measures required to consider and use social values more actively when operating the evaluation system of preliminary feasibility for national R&D projects.
