국문 초록

본 연구에서는 국내 사례분석을 비롯하여, 주요 OECD국가의 청년정책 동향 및 정부조직･기능체계 현황을 살펴보며 주요 시사점을 도출하고 이를 바탕으로 우리나라 청년정책 거버넌스의 개선방안을 제시하고자 한다. 이를 위해 2장에서는 청년정책의 유형화, 청년조직의 유형화, 청년정책 거버넌스의 유형화를 통해 우리나라 청년정책 기능수행체계 및 거버넌스 현황분석을 진행한다. 3장에서는 해외 사례분석 및 국외 청년정책 거버넌스 사례를 분석을 통해 우리나라 청년정책의 현 위치 파악 및 시사점을 제시하고자 한다. 이어서 4장에서는 청년단체, 학계 전문가 등을 대상으로 한 초점집단인터뷰(FGI) 분석을 진행한다. 이를 통해 보다 질적이고 심도 있는 개선안 도출이 가능할 것으로 기대한다. 마지막 5장에서는 위의 내용을 종합하여 청년정책 플랫폼 거버넌스 개선방안을 청년정책, 청년정책 전담조직 개편, 청년정책 거버넌스의 세 가지 관점에서 구조화하여 제시한다. 본 연구는 청년정책, 청년조직 개편 및 신설, 청년거버넌스 개선 등에 대한 새로운 통합적 접근방식을 사용하여 청년정책 거버넌스 개념을 확립하고 청년정책 제도 개선방안을 도출한다는 점에서 의의가 있다.

영문 초록

This study seeks to draw major implications by examining trends in youth policy and government organizations as well as functional systems in major OECD countries, including case studies in Korea, and to suggest ways to improve youth policy governance in Korea. To this end, Chapter 2 analyzes the current status of youth policy performance and governance in Korea through the classification of youth policies, the types of youth organizations, and the types of youth policy governance. Chapter 3 tries to identify the current status of Korea s youth policy and suggest implications by analyzing overseas case studies and overseas youth policy governance cases. In Chapter 4, focused group interview (FGI) analyses of youth group practitioners and academic experts are conducted. Through this, it is expected that it will be possible to derive more qualitative and in-depth improvement plans. In the last chapter, the above contents are synthesized and the measures to improve the governance of the youth policy platform are presented in a structured way from three perspectives: youth policy, youth policy reorganization, and youth policy governance. This study is meaningful in that it establishes the concept of youth policy governance, draws up measures to improve the youth policy system using new integrated and multi-dimensional approaches, and explore an effective way to restructure youth organizations and agencies as well as improve youth policy governance system.
