국문 초록

연구목적: 국제개발협력에서 ‘원조를 통한 국익추구(aid nationalism)’ 흐름이 재부상한 가운데 공여국은 개발원조 정책에서의 포괄적 국익추구 경향성을 강화해왔다. 본 연구는 개발협력 맥락에서 이러한 국익개념이 각 OECD DAC 회원국에서는 어떻게 해석 및 활용되고 있는지에 대한 개관이자 그 유형에 따른 안보범주화를 시도한다. 연구의 중요성: 개발협력 정책방향, 원조동기, 원조에 대한 사회적 합의의 정도에 따라 원조전략 상 국익이라는 개념이 차지하는 중요도는 국별로 다른 양상을 나타낸다. 이에, 국제사회의 규범적 요구와 국내 제도적·정책적 제약 사이에서 각 공여국이 국익을 어떻게 해석하고 이익추구의 수단으로 인식하는 대상은 무엇인지에 대한 개념적 고찰이 필요하다. 연구방법론: 연구는 한국과 EU를 제외한 28개 OECD DAC 회원국들의 주요 ODA 정책기조와 개발협력 정책에서의 국익개념 활용방식을 분석한다. 통합적 발화행위(speech act)의 일환으로 간주되는 각국 정부의 공식발간 문서군을 분석대상으로 하며, 이를 통해 제시되는 개발협력 정책 프레임워크를 질적 내용분석(qualitative content analysis) 방법으로 검토한다. 연구결과: 연구는 코펜하겐 학파의 안보화 이론을 적용하여 비군사적 부문(sector)에 해당하는 국별 개발협력 정책이 거시적으로는 모두 안보화 과정의 일환이라는 것을 밝히고, 글로벌 가치의 실현이 자국의 국익추구와 동일시되는지 여부에 따라 안보화 형태를 나눈다. 각 국가의 주제별 우선순위와 주요의제, 그리고 공여국들이 표방하는 개발협력에서의 국익이란 개념은 어떻게 해석되고 있는지에 대한 검토를 토대로 정치·경제적 안보형, 사회·환경적 안보형, 그리고 사회·정치적 혼재 안보형으로 재분류한다. 결론 및 시사점: 연구는 공여국들이 최근 개발협력 정책을 통해 실현하고자 하는 국익이 과연 무엇이며 글로벌 가치와의 정합성과 결부시켜 어떠한 안보화 과정을 표방하는 것인지에 대한 기초적 범주화를 시도한다. 이러한 재분류 작업을 통해, 최근 제3차 국제개발협력 기본계획까지 개발협력정책 상 여러 변화를 거듭해온 한국에도 포괄적인 시사점을 제공한다.

영문 초록

Purpose: Amid the rise of ‘aid nationalism’ in international development cooperation, donor countries have strengthened the tendency to pursue comprehensive national interests in development policies. This study aims to provide an overview of how the notion of national interest is interpreted and utilized among OECD DAC members in the context of development cooperation and to categorize their securitization typologies. Originality: The importance of national interest in aid strategies varies from country to country depending on respective development policy directions, aid motives, and the degree of social consensus on aid. Therefore, it is necessary to thoroughly review and conceptualize how national interest can coexist between the normative demands of the international community and domestic policy and institutional constraints. Methodology: The study analyzes the usage of the national interest concept by 28 OECD DAC countries (excluding Korea and the EU) since 2015. Official documents are considered essential means of the integrated speech act under the securitization theory. The development cooperation policy framework presented through this analysis is reviewed through qualitative content analysis methodology. Result: The securitization theory of the Copenhagen School is applied to reveal that all national development cooperation policies as a non-military sector are macroscopically part of the securitization process. Securitization types are categorized based on whether global values are equated with the pursuit of national interest. By reviewing donors’ priorities, main agendas, and how the concept of national interest is advocated in development cooperation, countries are re-categorized into three types: political-economic, societal-environmental, and societal-political mixed securitization typologies. Conclusions and Implication: The study attempts a fundamental categorization of what national interest donors are recently trying to realize and which securitization process they are representing in associating the concept with global norms and values. Further implications can also be given to South Korea regarding its recent release of the 3rd Basic Plan for International Development Cooperation.
