국문 초록

연구목적: 본 연구는 국제개발 분야를 세계적으로 선도하는 세계은행이 기술협력과 관련하여, 금융기관을 넘어 소위 글로벌 지식서비스 기관으로 그 역할을 확대하게 되었는지 그 변천 과정을 살펴보고 그 과정에서 구축된 세계은행의 전반적인 기술협력 분야와 관련된 총체적인 지식 서비스에 대한 체계를 연구하고자 한다. 연구의 중요성: 그간 세계은행의 지식 서비스(즉, 세계은행에서 명명하는 좀더 포괄적 의미의 기술협력)에 대한 연구는 기술협력의 새로운 방식으로 제도 및 실무적 관점에서 소개된 정도로, 아직 이에 관한 학술적이고 체계적인 연구가 부족하다. 본 연구는 지속가능발전목표(SDGs, Sustainable Development Goals) 이행수단으로 그 중요성이 날로 강조되고 있는 기술협력의 발전과 공공재로의 지식 생산, 국제개발협력 분야에서의 지식관리 체계를 국제개발의 대표적인 글로벌 선도기관인 세계은행 사례를 통해 심도 있게 연구하고자 한 시의성 있는 연구이다. 연구방법론: 세계은행의 주요 발간보고서와 관련 문헌을 총체적으로 조사하여 검토하였고, 이를 기반으로 도출된 연구질문과 모종의 가설을 세계은행의 관련 담당자와의 집중 인터뷰 및 교차 검증을 통하여 검토하였다. 이후에 기관 내지식공유 및 교육자료 등으로 사용되는 내부 자료를 추가로 확보하여 연구내용을 보강하였다. 연구결과: 세계은행은 1996년 ‘지식은행(Knowledge Bank)’ 선언을 기점으로 지식 학습과 과정 그 자체를 서비스로 전달하고 문제의 해결책을 제공하는 “지식서비스(Knowledge Service)” 체계를 수립하고 이를 발전시켜왔다. 다분야 연구와 전 세계 거의 모든 국가에서 축적된 지식과 경험은 기관의 핵심자산이 되었으며, 세계은행은 이를 활용하여 증거 기반(evidence-based)의 정책자문과 실무 기반의 기술원조를 더욱 고도화할 수 있었다. 현재 세계은행의 지식 서비스 체계는 크게 1) 핵심지식활동(core-knowledge activities), 2) 비핵심지식활동(non-core knowledge activities), 3) 파트너십 기반의 유사 핵심지식활동(core-like partnership knowledge activities), 4) 사업 일부로서의 지식 활동으로 분류될 수 있다. 결론 및 시사점: 세계은행의 지식 서비스 사례는 지속가능발전목표 관점에서 중요한 시사점을 줄 수 있으며, 기술협력의 발전과 공공재로의 지식 생산, 지식 서비스와 차관사업의 연계, 국제개발협력 분야에서의 지식관리 체계 도입, 분석기반의 협력국 전략 개발, 파트너십을 기반으로 한 지식활동 등 더 넓은 범주의 지식공유 또는 관련 기술협력 사업의 좋은 참고 대상이 될 수 있다.

영문 초록

Purpose: This study aims to survey and systematically exam how the World Bank, which identified itself as a financial institution, expanded its role as the Global Knowledge Bank in the field of international development that has been evolved, in which technical assistance/cooperation (TA/TC) become ever more important in the post-COVID era. Originality: Previous studies on the World Bank s Knowledge Service have been conducted from the perspective of capacity development for one type of technical cooperation. This study examines the roles of the World Bank s Service, and it found that its related projects have been going beyond the roles and definition of conventional technical cooperation as a means of implementing the Sustainable Development Goals (SDGs). Methodology: The paper documents and reviews available publications and related official reports in the Bank for in-depth analysis. The authors visited and interviewed key persons inside the Bank to affirm research questions findings. We used additional data and archives inside the Bank to back up our arguments. Result: Over the recent decades, the World Bank has led the discourses and conceptual development of TC programs globally, operating for better performance in global development projects. The knowledge service of the Bank has its unique features that three core programs consist of 1) Knowledge for external clients (ASA, Advisory Services and Analytics), 2) Knowledge for internal use, including knowledge management, and 3) Global public goods such as research outcomes and databases. Conclusions and Implication: It is known that South Korea has a comparative advantage in technical cooperation over development projects. However, the technical cooperation and so-called knowledge service management system in Korea lacks integration and institutionalization. The practices and initiatives in the Knowledge Service program and its management system of the World Bank would be timely references and benchmarks for improving South Korea s related programs.
