제주자치경찰의 사무확장 및 인력확대에 따른 정책효과 검증

국문 초록

2006년 출범한 제주자치경찰은 선진화된 지방분권모델을 구축하고자 노력하여 왔고, 현재까지 실질적인 지방자치 보장을 위한 변화를 거듭해 오고 있다. 이런 관점에서 제주자치경찰의 사무확장 및 인력확대 정책이 제주지역의 치안수준에 유의미한 영향을 미쳤는지를 확인해 보았다. 이를 위해 자치경찰의 주요업무인 교통법규 위반단속과 112신고 출동 등을 중심으로 실증적이고 체계적인 검증을 위해 세 가지 가설을 설정하여 양적, 질적연구를 병행 실시하였다. 첫째, 교통법규위반 단속건수로 측정된 교통안전 분야에 유의미한 결과가 도출되지 않았다. 그 원인은 코로나19 창궐에 따른 방역부담 가중, 단속 인원 부족과 계도 중심의 업무행태 등이며, 이에 따른 대책으로 신속한 대면 단속방안 마련, 계도 위주의 단속행태 지양과 일원화된 지휘체계 확립이 제기되었다. 둘째, 교통사고 사망자수로 측정된 교통안전 분야에도 유의미한 결과가 도출되지 않았다. 그 원인은 사고 예방 인력부족, 교통사고 경각심 결여와 취약한 교통환경 분석미비 등이며, 관련 대책으로 종합적인 교통안전정책 추진, 교통위험환경 분석과 엄정한 위반행위 단속 및 인력과 시설보강 등이 제시되었다. 셋째, 생활안전 분야의 112신고 출동 평균도착 소요시간에는 유의미한 결과가 도출되었다. 그 원인은 신고처리․출동대기 인력확대, 국가경찰과 지차경찰과의 유기적인 협력체제 구축과 신고처리를 위한 명확한 인식 등이며, 출동 시간 단축을 위해서는 정확한 행정관할과 신고처리 임무부여, 중요신고 대응을 위한 전담인력확충과 관리자의 불필요한 업무지시 최소화 등이 제기되었다. 본 연구는 제주자치경찰이 수행해온 경찰활동의 효과성을 검증한 최초의 양적 질적 연구라는 점과 자치경찰 정책에 대한 평가연구 기틀을 마련하였다는 점에서 의미가 있다. 이를 토대로 각 지역별 해당 분야에 대한 심층적인 후속 연구들을 기대해본다.

영문 초록

Jeju Autonomous Police, launched in 2006, has been striving to establish an advanced model of decentralization, and has been making changes to ensure practical local autonomy. From this point of view, it was checked whether the policy of expanding the office and manpower of the Jeju Autonomous Police had a significant effect on the level of public security in the Jeju area. To this end, quantitative and qualitative research was conducted concurrently by establishing three hypotheses for empirical and systematic verification, focusing on traffic law violation enforcement and 112 reporting, which are the main tasks of the autonomous police. First, no significant results were obtained in the field of traffic safety, which was measured by the number of traffic violations. The reasons are the increased burden of quarantine due to the outbreak of COVID-19, the lack of enforcement personnel, and work behavior centered on guidance, etc. As a countermeasure against this, it was suggested to prepare a quick face-to-face crackdown plan, to avoid the crackdown centered on leadership, and to establish a unified command system. Second, no significant results were drawn in the field of traffic safety, which was measured by the number of traffic accident fatalities. The causes are the lack of accident prevention manpower, lack of awareness of traffic accidents, and insufficient analysis of the vulnerable traffic environment. As related measures, comprehensive traffic safety policy promotion, traffic risk environment analysis, strict crackdown on violations, and reinforcement of facilities and manpower were suggested. Third, significant results were derived for the average arrival time of 112 calls in the field of life safety. The reasons are the expansion of the manpower waiting for report handling and dispatch, the establishment of an organic cooperative system between the national police and the branch police, and a clear awareness for handling reports, etc. In order to shorten the dispatch time, accurate administrative jurisdiction, assignment of report handling duties, expansion of dedicated manpower to respond to important reports, and minimization of unnecessary work orders from managers were suggested. This study is meaningful in that it is the first quantitative and qualitative study to verify the effectiveness of police activities carried out by the Jeju Self-Governing Police, and in that it lays the foundation for evaluation research on the self-governing police policy. Based on this, we look forward to in-depth follow-up studies on the relevant field in each region.
