재외국민보호 위기관리체계 발전방안에 대한 탐색적 연구

국문 초록

이 연구는 글로벌 테러양상의 변화에 따른 재외국민보호를 위한 위기관리대응체계를 발전시키고자 수행되었다. 최근 포스트 코로나 이후의 비전통안보 위협 양상이 이슈화되고 아시아계 인종에 대한 혐오범죄, 바이오 테러, 해적인질납치 등 테러리즘 위협 등으로 재외국민에 대한 위협이 증대되고 있는 추세이다. 정부에서는 2021년「재외국민보호를 위한 영사조력법」개정과 재외국민보호 위기관리 표준매뉴얼 개정 등 위기관리정책을 추진하고 있음에도 불구하고 위기 유형별 영사조력 체계의 구체적 입법화 미흡, 관계기관과의 위기관리매뉴얼 정합성 보완, 민간기관과의 위기관리 거버넌스 미흡 등 현재의 재외국민 위기관리체계상의 문제점이 노출되었다. 이를 위한 재외국민보호를 위한 위기관리체계상의 발전방안으로는 첫째로 정부 차원의 정합성이 확보된 재외국민보호 관련 법령 정비강화, 둘째로 위기유형별 재외국민보호 표준~실무~현장조치 매뉴얼 보완을 통한 업무조정 개선, 셋째로 민간 위기관리 조직과의 긴밀한 협력적 거버넌스 대응체계 구축, 넷째로는 재외국민 안전정보, 대테러활동 등을 담당하는 재외국민 전담조직의 전반적인 보강과 교육훈련의 중요성을 제시하였다.

영문 초록

This study was conducted to develop a crisis management response system for the protection of expatriate(overseas citizens) following changes in global terrorism patterns. Recently, non-traditional security threats after post-corona have become an issue and threats to overseas citizens have been increasing due to terrorist threats such as hate crimes against Asian races, bio-terrorism, and pirate kidnapping. Despite the government s push for crisis management policies such as the revision of the Consular Assistance Act 2021 and the revision of the Overseas National Protection Crisis Management Standard, lack of legislation for each type of crisis. To this end, the development plan of the crisis management system for the protection of overseas citizens is to strengthen laws related to overseas people protection, which is consistent at the government level, and secondly, standards~It presented the importance of overall reinforcement and education training of overseas national organizations in charge of improving coordination through consistency in the field action manual, establishing a close governance response system with private crisis management organizations, and fourthly, safety information on overseas citizens.
