국문 초록

현대사회는 4차 산업혁명 시대를 맞이하여 지능정보사회로 진입함에 따라 초지능, 초연결, 초융합을 중심으로 새롭고 다양한 기술들이 발전하면서 편리성과 생산성 측면에서 큰 성과를 내고 있다. 하지만, 기술 발전에 따른 테러 위협 또한 새롭고 다양한 형태로 진화하여 국가안보와 국민안전에 광범위한 피해를 야기하고 있어 새로운 테러 위협으로부터 국가중요시설을 보호할 수 있는 대응 방안이 필요한 상황이다. 특히, 전 세계적으로 미래 핵심 성장 동력으로 주목받고 있는 드론과 정보통신기술을 테러 수단으로 악용하고 있는 사건은 국내외적으로 계속해서 발생하고 있으며, 우리나라의 경우 남북 분단이라는 특수성으로 인한 북한의 위협이 지속되고 있음에도 불구하고 드론테러 및 사이버테러로부터 국가중요시설을 효율적으로 보호할 수 있는 대응책은 미흡한 현실이다. 이에 따라, 본 연구에서는 드론테러 및 사이버테러에 대한 문헌 고찰을 통해 특징 및 발생 동향을 살펴보고, 위험성 및 취약성 분석을 통해 정책적 방안을 모색하였다. 국가중요시설을 드론테러 및 사이버테러 위협으로부터 보호하기 위한 제도적·법률적 대응 방안으로써 첫째, 드론의 안전관리와 관련한 장치 신고, 안전성 인증, 비행 승인, 비행 고도 제한, 비행 구역 제한, 비행 속도 제한 등 미흡한 부분에 대한 법적·제도적 개선이 이루어져야 한다. 둘째, 일원화된 법체계 및 대응체계를 구축하는 것이 필요하므로 가칭 ‘사이버테러 방지법’을 제정하여 관련 법제를 정비하고, 사이버테러만을 전담하는 컨트롤타워를 신설하여 통일된 운영이 이루어져야 한다.

영문 초록

As The Fourth Industrial Revolution has led modern society into intelligent information society, new and diverse technologies have developed around hyper-intelligence, hyper-connectivity, and hyper-convergence, making great achievements in terms of convenience and productivity. However, as the threats of terrorism has changed into new and diverse forms, appropriate countermeasures are essential to protect national critical facilities. In the case of South Korea, despite the continued threat from North Korea, countermeasures to efficiently protect national critical facilities from drone and cyber terrorism are insufficient yet the terrorism cases using drones and information technology have been continuously occurring internationally and domestically. Therefore, this research covers the features and tendency of occurrence and policy plans of the drone and cyber terrorism through literature review and vulnerability analysis. To protect national critical facilities from these threats, firstly, a legal and institutional improvements on device reporting, safety certification, flight approval, flight altitude limit, flight zone limit, and flight speed limit should be made. Secondly, as the establishment of unified legal and response system is essential, it is necessary to enact drone and cyber terrorism related legislations and a new control tower exclusively dedicated to cyber terrorism should be established for unified operation.
