국문 초록

인공지능 기술은 이제는 ‘빠른 계산’을 넘어 ‘자체적인 사고와 학습’으로 급속히 진화 중이다. 더구나 컴퓨터와 뇌과학 기술이 발전하면서 AI 산업 또한 크게 확대하자 우려의 목소리가 높아지고 있다. 실제로 과학자들은 2045년을 기술적 특이점(technological singularity)으로 예상한다. 이때가 되면 인공지능이 인간지능을 초월하게 된다는 예언이다. 이는 인공지능이 스스로 진화하면서 인간이 예측할 수 없는 미래에 이를 수도 있다는 우려다. 물론 단정적으로 말할 수는 없지만, 인공지능과 같은 기술이 지속해서 발전하면 대변혁을 경험할 수밖에 없다는 것은 자명하다. 컴퓨터가 인간을 지배하는 시대가 공상과학 영화 속의 가상현실이 아니라 바로 우리 눈앞의 현실로 다가온다는 암울한 미래다. 이러한 이유에서 우리 역시 AI를 악용한 테러 방지를 위해 기술적 능력 배양, 법률·제도적 장치 마련, 그리고 국제협력 등을 모색하고 대비할 필요가 있다. 또한 주변국들의 미래 상황과 미래전 대응전략을파악하는 것도 매우 중요한 시점이라고 할 수 있다. 따라서 본 연구에서는 인공지능이란 무엇인지 개관을 해보고, 테러 양상의 변모 과정을 통해 현재를 분석하고 미래를 예측하기 위한 기초적인 작업을 했다. 그리고 국내외 인공지능 관련 법안의 함의와 시사점을 근거로 대응방안에 대해 제안을 했는데, 국외 사례로는 EU 인공지능법안의 주요내용과 우리에게 유의미한 시사점을 파악했고 국내 사례로는 현재 국회에 계류 중인 인공지능 기본법안을 중심으로 논의 과정에서 꼭 포함시켜야 될 사항인 한계점 및 개선방향에 대해서 의견을 제시했다. 우리나라는 IT 강국으로 불릴 만큼 인터넷을 매개로 한 기술 및 시스템이 빠르게 발전되어 사이버 영역도 계속 확장되어가고 있는 것이 사실이다. 이에 본 연구를 통해 논의되었던 내용을 토대로 향후 새로운 형태로 더 다양해지고 위협의 심각성이 가속화될 것을 사전에 예견하고 실질적으로 대응할 수 있도록 신속하고 효율적인 테러 대응체계를 정립해 나가야 할 것이다. 이것은 특정인, 특정 국가에 한정되는 것이 아닌 전 인류에게 던져진 과제임이 틀림없기 때문이다.

영문 초록

The Artificial intelligence technology is now rapidly evolving from quick calculation to independent thinking and learning . Moreover, as computer and brain science technology advances, the AI ​​industry is also greatly expanded, raising concerns. As artificial intelligence evolves on its own, it is possible that we may reach a future that humans cannot predict. Of course, it is impossible to say definitively, but the era of computer domination is real, not the virtual reality of a science-fiction movie. For this reason, it is necessary to seek and prepare for technological capability development, legal and institutional arrangements, and international cooperation to prevent terrorism using AI. It is also important to analyze the situation in neighboring countries. Therefore, in this study what artificial intelligence is and changes in the pattern of terrorism are summarized. In addition, we proposed countermeasures based on the implications of domestic and overseas artificial intelligence-related laws. As an overseas case, we identified the main contents of the EU AI bill and its implications for us, and as a domestic case, the Framework Bill on Artificial Intelligence currently pending in the National Assembly. Focusing on the bill, opinions were presented on limitations and directions for improvement. It is true that the cyber domain continues to expand due to the rapid development of technologies and systems through the Internet to the extent that Korea is called an IT powerhouse. Therefore, based on the content discussed in this study, it is necessary to establish a rapid and effective counter-terrorism response system so that the types of terrorism will become more diversified in the future and the severity of the threat will be accelerated and respond effectively. Because it must be a task imposed on all mankind.
