국문 초록

인류는 9.11테러에서 잊지말아야할 교훈을 얻었다. 그것은 정보를 놓치면 테러를 막을 수 없다는 사실이다. 코로나-19와 같은 질병에 대한 자료는 세계적으로 공유가 쉬울 것 같지만 생각보다 시간이 오래 소비되고 쉽사리 공유되지 않는다. 그리고 과학기술의 발달로 변형 등을 통해 악용이 상당히 쉬워지고 있다는 특징이 있다. 인류에게 지금까지의 테러와는 전혀 다른 양상의 사건들이 발생할 수도 있다. 테러단체에게 바이러스는 새로운 도구가 될 것이며인류에게는 새로운 위협이 될 것이다. 이에 본 연구에서는 그동안의 문제점과 한계 및 앞으로의 대응방안을 찾아보고자한다. 우리가 다른 국가들에 비해 비교적 아주 상당히 대처를 잘해오고 있지만 법제도와 행정력의 한계가 분명히 드러난 측면도 있다. 남보다 잘했으니 뿌듯함보다 부족한 부분이 무엇이었는지 개선해야하는 부분이 무엇인지 빠르게 찾아내고 손질해야 한다. 안타깝지만 코로나-22, 코로나-24 등이 나타나지 말라는 법이 없다. 이제 무엇을 바꾸어야할 것인가는 국제적인 논의에 앞서 각 국가들 앞에 놓아진 비교적 빠르게 해결해야 될 과제이다. 구체적으로 국가정보원을 중심으로 해외감염병 정보수집체계를 구축하여 질병관리청과 공유하고 감염병 관리 및 대응체계를 테러에 준하는 체계로 만들어나가고 재난에 대한 새로운 기준을 마련하기 위해 기존 법률을 정비하면서 특수재난에 대한 위험성을 다시 체크하는 것이 당장 연구하고 해결해야할 과제이다.

영문 초록

Humanity has learned a lesson to remember from the September 11 attacks. That is the fact that missing information cannot prevent terrorism. Data on diseases such as Corona-19 seem to be easy to share globally, but it takes longer than expected and is not easily shared. And with the development of science and technology, it is characterized by the fact that the exploitation is becoming quite easy through transformation. Human beings may have totally different aspects of terrorism. For terrorist groups, the virus will be a new tool and a new threat to mankind. Therefore, this study seeks to find problems, limitations, and future countermeasures. Although we have been dealing with it relatively very, very well compared to other countries, the limitations of legislation and administrative power have been clearly revealed. Since you did better than others, you should quickly find out what you lacked and fix what you need to improve. Unfortunately, Corona-22, Corona-24, etc. may reappear. What should be changed now is a relatively fast-paced task put before each country before international discussions. Specifically, it is a task to establish an information collection system for overseas infectious diseases centered on the National Intelligence Service, share it with the Korea Centers for Disease Control and Prevention, and overhaul existing laws to set new standards for disasters.
