국문 초록

최근 들어 미국과 중국 간 디커플링(decoupling)이 중요한 국제적 이슈로 부상하고 있다. 디커플링, 즉, 탈동조화는 1990년 대 부터 본격화된 세계화가 초래한 동조화(coupling)의 반대 현상이다. 세계화로 인해 여러 나라의 경제가 통합되면서 거시경제, 무역, 금융 등의 각종 경제 변수들의 움직임이 유사해지고 상관관계가 높아지는 현상을 동조화(synchronization, 혹은 coupling)라고 지칭하며, 국제무역, 국제금융 및 국제거시경제 분야의 주요 연구 주제의 하나였다. 『렉서스와 올리브 나무』가 상징하듯이, 냉전 종식 이후 세계경제는 세계화로 인해 동조화가 지속적으로 강화되는 추세였으며, 그 반대인 탈동조화는 거의 주목을 받지 못하는 개념이었다. 그러나 2017년 美트럼프 행정부가 들어선 이후 동조화 보다는 탈동조화, 즉, 디커플링이 중요해지기 시작하였으며, 특히, 세계경제에서 가장 큰 비중을 차지하고 있는 미국과 중국 사이에서 디커플링이 본격적으로 발생하고 있는 바, 이는 대한민국으로서는 간과할 수 없는 현상이다. 미국과는 동맹관계이며, 중국과는 경제적으로 밀접한 관계에 있는 대한민국은 미-중 디커플링이 대한민국의 외교, 안보 및 경제 등 제반 분야에 미칠 영향을 정밀하게 분석하여 우리의 국익을 가장 극대화할 수 있는 대응방안을 수립해야 할 것이다. 이 글에서는 미-중 디커플링이 한국에 미치는 영향 중 경제적 측면을 살펴보고자 한다. 이를 위해 우선 미-중 디커플링의 발생 배경과 그 현황을 무역 및 기술 관련자료를 중심으로 살펴본다. 다음으로는 글로벌 가치사슬의 관점에서 미-중 디커플링이 한국의 산업 및 기업에 미치는 영향과 대응 방안을 살펴보고자 한다.

영문 초록

Since the collapse of the Cold War, globalization has produced long-term growth in the world economy, despite several recessions. The business cycles of many economies have been more synchronized or coupled according to economic variables such as GDP growth, investment behavior, interest rates, stock prices, exchange rates, etc. However, the world appears to be decoupling, especially since the Trump administration implemented aggressive protectionist policies toward China in 2018. In fact, it was China that initially decoupling from the US since the Chinese Communist Party (CCP) government switched its developmental strategy from an ‘input-driven strategy’ to an ‘innovation-driven strategy’ in 2005, which was manifested in the Made In China 2025 (MIC 2025) policy declared in 2015. China has been attempting to upgrade its technological capabilities in any way possible, including illegal measures such as predatory M&A of US tech companies. To secure the advanced technologies of the US and other developed nations, Washington is decoupling from China. Decoupling is dismantling some of the cross-border supply chains that have defined globalization. The global supply chain formed since the collapse of the Cold War that tied together the US and China is being split in two: one half is US-centered and the other is China-centered. Korea must choose which it must be part of. Data from Korean companies trading materials, parts, and equipment shows that they have already moved production facilities out of China to Southeast countries such as Vietnam. The private sector has made a decision, choosing Southeast countries to assemble intermediate goods exported by Korea into final goods and export them to US and European markets. This has implications for choices to be made by other Korean industries and the government. Challenges raised by China are not limited to issues of foreign policy, national security, supply chains, and economic growth. There are also those that concern the values and ideology that govern society. Conflicts between the US and China originate from fundamentally different views of values such as individual freedom, openness, transparency, human rights, among many others. Korea shares common views of these values with the US. It is clear that Korea must be integrated into the US-centered value chain for its national security as well as to promote international trade and the global supply chain.
