미국의 반중 봉쇄정책과 신냉전기 한국의 전략

국문 초록

이 글은 중국의 도전을 억제하기 위한 바이든 행정부의 반중 봉쇄정책이 무엇인지를 분석해 보고 신냉전기에 걸맞은 한국의 전략을 제시해 보는데 목적이 있다. 바이든 행정부는 세계적 차원에서는 가치동맹의 구축, 군사동맹 강화 및 공고화, 신경제동맹 구축, 그리고 정보동맹의 확대를 통해서 중국을 봉쇄하고자 한다. 인도·태평양의 지역적 차원에서는 QUAD와 AUKUS를 통해 중국을 봉쇄하고자 한다. 미국은 한국에게 대중 봉쇄정책에 적극적으로 참여하기를 기대할 것이다. 반대로 중국은 회유와 압박 등을 통해 이를 막으려 할 것이다. 미국의 대중 봉쇄정책이 강하게 추진된다면 중국의 굴기는 동력을 잃을 수 있으나 미-중 경쟁은 오래 지속될 것이다. 이런 가정하에 한국이 취할 전략을 제시해 보면, 신냉전기에 걸맞은 외교원칙 수립, 올인전략이 아니라 사안별 선택 전략 추진, 가치동맹과 군사동맹에는 적극적 참여, 신경제동맹·정보동맹·쿼드는 참여 가능성을 열어두고 점진적 참여, 대중 봉쇄정책에 참여하는 국가들의 동향 파악 및 교류 증진, 핵추진잠수함 건조는 미국 설득 지속 및 한미원자력 협정 개정 등의 우회로 검토, 미국의 한국내 중거리미사일 배치 요구 억제, 대중 봉쇄정책으로 인한 경제적 위협에 대응하기 위해 경제안보 강화 및 전담 부서 설치 등이다. 한국은 한미동맹을 대외정책 근간으로 하되, 중국과 협력이 필요한 포트폴리오를 전략적으로 병행 관리할 필요가 있다.

영문 초록

This article analyzes the containment policy of the Biden administration to deter China’s rise, and to suggest a strategy suitable for Korea in the new Cold War. At the global level, the Biden administration seeks to contain China through the establishment of a values-based alliance, strengthening and consolidating the military alliance, establishment of a new economic alliance, and expansion of the information alliance. At the regional level of the Indo-Pacific, the United States wants to contain China through the Quadrilateral Security Dialogue (Quad) and the new Australia-UK-US alliance (AUKUS). The United States will expect South Korea to actively participate in the policy of containment against China. China will try to prevent this through conciliatory acts and pressure. If the US containment policy is strongly promoted, China s rise could lose momentum, but the process will take a long time. Given this assumption, Korea’s strategy should proceed as follows: it should establish diplomatic principles suitable for the new Cold War; pursue a strategy that decides on a case-by-case basis rather than going all-in; actively participate in values-based alliances and military alliances; gradually participate in new economic alliances, information alliances, and the Quad; review trends of stakeholders; and strengthen economic security. Although the ROK-US alliance is the basis of its foreign policy, Korea needs to strategically manage a portfolio that requires cooperation with China.
