국문 초록

주한미군은 현재 한국의 안보에 중요한 요소이며, 앞으로도 그 역할은 지속될 것이다. 과거의 주한미군 철수정책에 대한 연구를 통해, 현재와 미래의 주한미군 정책과 관련된 하나의 기준점을 확인할 수 있고 대비과정에서의 함의와 교훈을 얻을 수 있다. 이 연구의 목적은 1978년 4월에 카터 행정부가 주한미군 철수수정을 발표한 이후, 1978년 11월 한미연합사령부 창설까지의 기간 동안 주한미군 철수에 대한 미 행정부의 입장과 미 의회의 보완조치법 처리, 북한군사력에 대한 미국의 평가 등을 중심으로 분석하는 것이다. 이와 함께, 이 시기 주한미군 철수에 대한 한국정부의 대응과정을 분석한다. 결론적으로 한국은 주한미군 철수에 따라 보완조치를 이루기 위한 노력에 집중하였다. 그리고 주한미군 철수결정 당시의 북한 군사력 평가보다 북한의 군사력이 증가된 인식하에, 한국은 북한의 군사적 위협 등 한반도의 안보상황과 관련된 정확한 인식을 심어주기 위한 대미 외교노력에 힘썼다.

영문 초록

The USFK is an important component of South Korean security, and its role will continue. Previous US troop withdrawal policies help us identify benchmarks related to current and future USFK policies and offer implications and lessons from that process. This study analyzes the US position on the withdrawal of US troops from South Korea and the US assessment of North Korea s military strength from the time of the Carter administration s announcement of a withdrawal of US troops from South Korea in April 1978 until the establishment of the Combined Forces Command in November 1978. In addition, the study tracks the US administration s process to secure supplementary measures and analyzes the Korean government s response to the withdrawal of US troops. South Korea focused its efforts on supplementary measures following the withdrawal of US troops. Cognizant that North Korea s military power has increased when compared to North Korea s military strength at the time of withdrawal, South Korea tried to give the US Congress and the administration an accurate understanding of the security situation on the Korean Peninsula.
